This is a reserved policy area. Responsibility for security of supply sits with National Grid ESO (the GB electricity system operator).

Renewable capacity in Scotland includes onshore and offshore wind, hydro, solar, marine technologies, bioenergy and waste. Other sources of power generation and interconnection to the rest of GB electricity system are also critical in terms of maintaining secure electricity supply, particularly at times when renewables output is low.

The UK government has now included renewables in the Capacity Market to recognise their “measurable contribution” to security of supply. Renewables sites in Scotland have been successful in securing contracts in the latest T-4 and T-1 Capacity Market Auctions.

The equivalent of 98.6% of gross electricity consumption in Scotland (around 30 GigaWatt hours, GWh) comes from renewable sources.

The Scottish Government has been working with counterparts at both the Department for Work and Pensions and the Department for Communities in Northern Ireland to ensure any person moving to or from Scotland who is in receipt of disability benefits can do so without disruption to their benefits.

The Disability Assistance for Children and Young People (Scotland) Regulations 2021 allow a person moving from Scotland to the rest of the UK to retain their benefit entitlement for up to 13 weeks. This is to allow time for the person moving to establish a new entitlement in the country they are settling in. We understand that the intention of other UK administrations is to mirror this arrangement.

The Scottish Government is also working with DWP to ensure anyone coming to Scotland from the rest of the UK will have the Scottish equivalent of their existing benefit awarded automatically, without a need to apply. However, it is our understanding that the DWP and the Department for Communities will require anyone moving from Scotland to these administrations to submit a new application before they can be considered for award of the equivalent disability benefit in the rest of the UK.

Scottish Water Horizons Holdings limited acquired the PFI companies for £16.2m on 19 December 2018 (see note 11 to the Scottish Water’s financial statements for the year ending 31 March 2019). The value of bank debt as at 31 March 2022 will be c. £31m. Scottish Water is the only shareholder in Scottish Water Horizons Holdings Ltd.

The expansion of the water charges reduction scheme (WCRS) from April 2021 is worth £86m across the 2021-27 period and it will provide support for over 470,000 households. The increase in discount from 25% to 35%, again from 2021, means that customers in receipt of the WCRS will be protected from price increases over the regulatory period. There are therefore no plans to review the scheme at this time but it will be part of the strategic review of charges ahead of the next regulatory period.

As set out in Scottish Water’s 2020-21 Annual Report, while thousands of projects were delivered in the 2015- 21 period there were 86 projects due by but not delivering benefits to customers at 31 March 2021. Scottish Water expects customers to be receiving the benefits of 57 of these projects by the end of the 2022-23 financial year, leaving 29 still to be completed.

As the 2021-22 season is ongoing, NatureScot do not yet have a complete picture of the number of deer culled and so it is not possible to give an accurate assessment of the impact of Covid-19 restrictions. NatureScot will publish cull return data for 2021-22 once the season is over and returns have been received.

Work to implement the recommendations of the Deer Working Group is underway. A project board has been established under the Scottish Biodiversity Strategy Programme. Further details about this work will be made available in due course, including arrangements for the involvement of external stakeholders.

The example scenario used to generate overall costings for the up-to-£5m funding was developed with input from the Scottish Futures Trust, and drew on the costings that had already been developed for the Business Ventilation Fund with input from the expert Covid-19 Ventilation Short Life Working Group.

As was made clear in the letter to the Committee, an undercut of a door was only one element of the example set of remedial measures used to calculate the up-to-£5m fund. The other elements that formed part of the example were temporary use of an air cleaning device and installation of small mechanical ventilation units.

Inclusion of the potential for a door undercut in the example is fully in line with expert advice. This makes clear that undercuts (small gaps at the bottom of a door) allow air pressure to be equalised on each side of the door, to ensure that additional force on one side does not make the door difficult to open. This includes cases where the pressure increase caused by mechanical ventilation systems – another key element of the example scenario – could impair the normal safe operation of a door. It was for this reason that this element was included in the example scenario.

The Scottish Government currently has no initiatives specifically designed to support the growth of the Build to Rent sector. Any Build to Rent development proposals are considered through the planning system taking into account relevant issues and impacts.

We have not asked local authorities to undercut doors in schools, nor was £300,000 provided to them specifically for these purposes.

My letter to the Education, Children and Young People Committee setting out the example scenario was not guidance, and has not been issued to local authorities. The letter stated:

“In order to calculate the £5m schools/ELC ventilation fund, we have assumed an example set of remedial measures which could be taken for each problematic space although this will vary depending on local decisions.”

and

“ It is very important to note that these costs will of course vary significantly in practice, as the precise remedial measures used in each problematic space should be informed by local circumstances and expert assessment by local authority teams .”

Local authorities are fully aware that they should undertake any remedial work in line with Scottish Government guidance on ventilation and expert input. Our guidance already makes clear that when implementing any Covid-safety measures, local authorities must continue to adhere to legal obligations with regard to health and safety, including fire safety. It is of course for local authorities as duty holders to ensure appropriate consultation with all relevant authorities when undertaking works in school buildings.
