Scotland’s woodland creation planting target is set out in the Climate Change Plan. The plan includes ambitious targets for woodland creation, aiming to increase woodland cover from around 18% to 21% of the total area of Scotland by 2032, with the planting target increasing to 18,000 hectares annually.

Although Scotland faces the most challenging budget settlement since devolution, the Scottish Government remains committed to maximising the important contribution forestry makes in tackling the climate emergency.

We fund woodland creation through the Forestry Grant Scheme, which has made £39.2 million available to support woodland creation in 2024-25.

Woodland creation projects, including both planting and natural regeneration schemes are being approved on an ongoing basis and whilst this funding will not allow us to reach this year’s target, it will help create over 9,000 hectares of new woodland. This will help maintain the level of planting close to the average achieved over the last 5 years and allow for increased planting in the future should funding from the UK Government be forthcoming. Putting this in context, it will still allow Scotland to create more woodland than the rest of the UK combined.

The Scottish Government is clear that hydrogen has a key part to play as a renewable and low carbon source of energy to help meet our net zero ambitions. We remain committed to delivering the strategic approach and actions required to support the development of the hydrogen economy in Scotland over the course of this Parliament.

We are committed to delivering on our Hydrogen Action Plan, and to a hydrogen investment programme. Whilst there are currently no plans to open a call for applications to the Green Hydrogen Fund as a direct result of the UK Government imposed 10% cut to the Scottish Government capital budget, we continue to support hydrogen projects across Scotland on a case-by-case basis and will engage with projects as they come forward. In doing so, we will be working with Scottish Enterprise, Highlands and Islands Enterprise, South of Scotland Enterprise and other stakeholders.

We also continue to support hydrogen innovation through our Hydrogen Innovation Scheme and, alongside Scotland’s academic researchers and industry, facilitate collaboration and develop impactful R&D projects including work on establishing the case for pipeline transportation of hydrogen from Scotland to Europe.

Last week I sought urgent clarity from the DWP that people receiving our Adult Disability Payment will not be penalised and will continue to automatically receive the reserved benefits that they rely on. I have also sought assurances from the UK Government it will not seek to impose any resultant cuts to expenditure on the Scottish Government.

The Scottish Government will never accept the cruel welfare reforms being pursued by the UK government. These punitive proposals will only further stigmatise and impoverish disabled people and have been rightly called out by stakeholders as a “reckless assault on disabled people”.

In contrast, Scotland’s social security system is designed on the principles of dignity, fairness and respect. Those are the values of this government, of the people of Scotland, because disability payments are there for all of us whenever we should need them. The Scottish Government is committed to continuing to deliver Adult Disability Payment in a compassionate and caring way.

On 1 March 2024, the Cabinet Secretary for Health confirmed the implementation of the Agenda for Change Review Recommendations including the implementation of a consistent approach to Protected Learning Time across all NHS Scotland Boards. This includes the completion of statutory, mandatory and profession specific mandatory training within working hours, including for Nurses. These changes took effect from 1st April 2024

The Scottish Government presented to the Scottish Workforce and Staff Governance Committee (SWAG) on further work in relation to Protected Learning Time, on 23 April. Following this, it is the intention that SWAG will convene a sub-group to oversee delivery of work to map time requirements for statutory, core mandatory and professional mandatory training.

The Scottish Government remains committed to improving the A96. This is despite stark challenges we face as a result of the severe budgetary restrictions imposed by the UK Government including an almost 9% cut in our capital budget.

The current plan is to fully dual the route and as part of this process we are undertaking a transparent, evidence-based review of the programme, which includes a climate compatibility assessment and other statutory assessments.

The significant interest in the review’s initial consultation, with nearly 4,600 responses, generated 11,000 options to improve the corridor. It is only right that appropriate time has been taken in order to properly examine and fully appraise these.

It is expected that the draft outcomes from the Review, including the climate compatibility assessment, will be consulted on in the coming months, before a final decision can be reached.

We are convinced that hydrogen will play an important role as an energy storage and balancing asset to the wider energy system electricity and gas grids as the share of renewable generation continues to increase.

We published a report in 2023 which can be found here investigating the options for storing energy in the form of hydrogen in Scotland and its potential for reducing curtailment of renewable energy and the role of hydrogen peaking power plants for electricity generation during times of low renewable energy generation.

The study found that hydrogen storage will play an important role in balancing an energy system that has large amounts of intermittent renewable energy. These findings have informed our position and engagement on strategic programme discussions such as the Review of Electricity Market Arrangements (REMA) and Strategic Spatial Energy Plan (SSEP) and the ESO Constraints Collaboration project, which is seeking solutions for thermal constraints, which can reduce costs to the consumer or reduce the curtailment of renewable generation.

The Prince of Wales Nursing Cadet Scheme has been successfully piloted in NHS Lanarkshire and NHS Tayside, with evaluations demonstrating positive experiences for both participants and NHS placement staff. Learning and good practice from these pilots has been shared with health boards.

The role of the Nursing Cadet Scheme is being considered by the Nursing and Midwifery Taskforce in anticipation of the Taskforce providing recommendations on, inter alia , opportunities for attracting new entrants into nursing and midwifery careers, to support in building a sustainable and attractive workforce for the future.

Decisions on the allocation of resources are a matter for the SFRS Board and Chief Officer.

The Scottish 4G Infill (S4GI) Programme completed in November 2023 with the successful delivery of 55 new masts. No further masts will be deployed through the S4GI programme.

The Scottish Government has not made any assessment of the potential implications of buildings within the heritage sector containing reinforced autoclaved aerated concrete (RAAC). Assessment for the presence of RAAC and for putting in place appropriate measures is a matter for individual building owners, informed by guidance such as that available from the Institution of Structural Engineers and Historic Environment Scotland.
