Workplace Parking Licensing

Letter from the Minister for Transport to the Convener, 6 July 2021


Dear Convener,

As you may know, the Transport (Scotland) Act 2019 introduced a discretionary power for local authorities to implement WPL schemes. The Act provides the legislative framework for WPL and confers powers on Scottish Ministers to make regulations in relation to certain elements, which must be in force before local authorities can take forward local schemes. As a measure addressing demand management of travel, progressing the delivery of the WPL regulations and guidance supports existing Scottish Government policy commitments, including the Climate Change Plan update and National Transport Strategy.

I’m writing to make you aware of a 12-week public consultation that Transport Scotland has published on Workplace Parking Licensing (WPL) regulations and guidance. As laid out in the Climate Change Plan annual statutory monitoring report, laid in Parliament in May 2021, the intention is to have regulations and guidance in place in 2022.

This is a technical consultation giving us an opportunity to seek views on the regulatory framework and supporting guidance which will underpin local authorities’ WPL schemes, should they choose to implement WPL.
