Publication of Guidance on School Uniform and Clothing

That the Parliament welcomes the recent Scottish Government publication on guidance for schools and education authorities regarding school uniform and clothing in Scotland; notes with concern that the Child Poverty Action Group has reported that parents on low incomes state that costly uniform requirements are stressful and often impossible to afford, and that children and young people state that not having the right uniform is embarrassing and can get in the way of taking part and feeling included at school; understands that the guidance was published in order to support schools in ensuring that every pupil can go to school feeling comfortable, confident and ready to learn; further understands that the guidance asserts that all schools should have a uniform or clothing policy, which meets the needs of their pupils and wider school community and is centred on pupil comfort, happiness and freedom to learn and play; encourages schools to proactively consider and respond to three key areas that are identified in the guidance, including affordability, sustainability, and equality, diversity, and inclusion; believes that schools should limit the frequency of changes to their uniform and clothing policy, and that when considering changes, schools should always consult with pupils, parents, carers and others in the school community; considers that this guidance has been established in order to eliminate unnecessary barriers to participation and engagement of pupils in school education, to support an inclusive, welcoming and equitable school culture, and to minimise the cost of uniform and clothing for families; praises community organisations such as Coatbridge-based group, Cool School Uniforms, which has proactively tackled what it sees as the issue of uniform inequality, and understands that the development of the guidance and supporting resources was supported by the hard work of the school uniform working group, invaluable data from the school uniform in Scotland consultation, and many other stakeholders.
