As an amendment to motion S6M-13602 in the name of Shona Robison (Scottish Government Priorities: Investing in Scotland’s Public Services), insert at end "; further notes that many key public services are delivered by local authorities, for which the primary revenue-raising mechanism is a council tax based on property values from 1991, and believes, therefore, that it is untenable to continue funding vital local services through a taxation system that has been out of date for over 30 years."
