As an amendment to motion S5M-02504 in the name of Alex Rowley (Supporting Local Communities), insert at end “; calls for the establishment of catch-up zones with flexible measures tailored appropriately for those places where fuel poverty is furthest from being alleviated; notes that the Scottish Government reduced spending on fuel poverty programmes in 2016-17, and demands that it increases funding in order to meet the reset fuel poverty target, deliver warmer homes, lower energy bills, improve health and reduce carbon emissions.”
