Within schools, Curriculum for Excellence's flexible guidelines allow teachers to decide upon the content of lessons that best meets the local needs and circumstances of all children and young people in attendance. However, we are working with stakeholders to consider the greater opportunities for children and young people to engage in swimming lessons and water safety education within communities.

The National Learn to Swim Framework, which is supported by Scottish Water and delivered by aquatic partners every week, already helps children to become safe, competent, and confident swimmers and these water safety themed lessons are an essential part of the Framework to help educate on water safety.

The Self-directed Support (Direct Payments) (Scotland) Regulations 2014 set out that people in receipt of a direct payment, Option 1 of Self-directed Support, may employ family members where this is deemed appropriate in certain prescribed circumstances.

The supporting Covid-19: Guidance on Self-directed Support Option 1 and Option 2 does not relax any of the existing safeguarding measures in place when considering a family member as a Personal Assistant (PA). The guidance has been developed to re-inforce the flexibility already in place under existing SDS Regulations.

Local authorities should consider requests to employ family members on a case by case basis, taking into account the family member’s health, their capacity to provide the required care, and other welfare and wellbeing factors.

All legislative and regulatory responsibility for telecommunications rests with the UK Government and Ofcom respectively. As such the Scottish Government has no arrangement with Openreach around access to private land in Scotland. Wayleaves are negotiated directly between operators and landowners. Where it is not possible to reach an agreement operators can seek to have an agreement imposed by the courts using the Electronic Communications Code.

The Scottish Government will be advised by the Scottish Library and Information Council (SLIC), if there is likely to be an unrealistic demand placed on the fund.

We will continue to engage and work collaboratively with the sector and SLIC, which provides leadership and advice to Scottish Ministers, local authorities and the wider libraries sector, to ensure we are addressing any concerns in relation to the Public Library Covid Relief Fund.

The Scottish Government recognises that children whose behaviour has caused harm will also often be the victims of abuse or neglect. The Bairns’ Hoose will be an environment in which this context can be understood and positive interventions can be made to prevent further harmful behaviour.

A key consideration in the development of Bairns’ Hooses which will be taken into account in the development of the policy will be balancing the rights of victims and those of children whose behaviour has caused harm. We recognise the potential tension between the rights of victims and those of children whose behaviour has caused harm and, as such, addressing issues that may arise due to competing interests will be a fundamental consideration as we develop our plans for a national Bairns’ Hoose model.

Our approach is rights-based in line with the United Convention on the Rights of the Child (UNCRC), The Promise and Getting it Right for Every Child (GIRFEC) in recognising that all children must receive the right help at the right time.

The Scottish Government is committed to minimising the carbon emissions impact of all City Region Growth Deals, including the assessment of their contribution to the achievement of the national net zero target. All City Region Growth Deal projects must follow Green Book guidance by quantifying their whole life carbon emissions impact and incorporating this value into the economic case. This is an ongoing and proactive carbon management process, facilitated by the City Region Growth Deals Sustainable Development Manager.

As part of the Reaching 100% (R100) North lot contract, 16 subsea cables will be delivered to 15 Scottish islands - Colonsay, Iona and Lismore in the Argyll & Bute local authority area; Eigg in the Highland local authority area; Eday, Flotta, Hoy, Rousay, Sanday, Shapinsay and Stronsay in the Orkney Islands local authority area and Fair Isle, Unst, Whalsey and Yell in the Shetland Islands local authority area.

Initial survey work is now complete and we expect all cables to be laid by the end of 2022, subject to favourable weather conditions.

We are extremely grateful to everyone who has volunteered for vaccine trials in Scotland. We are committed to ensuring that these volunteers are not disadvantaged in any way, and work is on-going to ensure their vaccine status is correctly presented on the vaccine database.

If a person has participated in coronavirus vaccine clinical trials in Scotland, they should have already received a letter from their Chief Investigator confirming their involvement. The letter allows them to attend events or access services throughout the UK in the same way as those who are fully vaccinated. They will also soon be able to obtain a record of their vaccination status that contains a barcode to enable easier access to venues.

This year we support to hotel facilities, including rural hotels, with £900k by means of our enterprise agencies as part of our highly targeted £14m COVID-19 Hotel Support Programme.

As we look forward beyond immediate business support, we are working closely with the sector and have secured £25m to deliver the recommendations of the Scottish Tourism Recovery Taskforce. These wider actions will stimulate demand for the sector contributing to its recovery from the COVID-19 pandemic.
