The Scottish Government has commissioned Directors of eHealth in NHS Boards, working with others, including Public Health Scotland (PHS), to work to improve the Child and Adolescent Mental Health Services (CAMHS) digital infrastructure. This will enable the recording and extraction of the full CAMHS and Psychological Therapies (PT) National Dataset (CAPTND), which contains equalities characteristics of patients accessing these services.

Additional funding of £10.881 million has been provided to Edinburgh City Council for the remainder of the financial year 2021-22. These additional funds are to support: the standing up of interim care arrangements (£3.567 million); enhancing multi-disciplinary team working (£1.784 million) and expanding care at home capacity (£5.53 million).

Local Authorities are responsible and are indeed best placed to make decisions regarding waste services and each authority chooses a collection and management strategy suitable for them.

However, we recognise that Covid-19 has impacted the amount of waste created in Scotland, and disposable face coverings contribute to this as they cannot be recycled. Therefore, Scottish Government’s Coronavirus (COVID-19): public use of face coverings guidance includes information on the appropriate disposal of face coverings and information encouraging the use of reusable face coverings. Disposable face coverings should be disposed of in residual (black bag) waste or litter bins.

Additionally, Zero Waste Scotland launched their communication campaign on 2 December, Face It: Reuse Beats Single Use , to encourage the public to wear reusable face coverings. The campaign includes further information on disposal of face coverings and has a communications toolkit for stakeholders to download and use.

The Scottish Government will consult on a draft Islands Energy Strategy in 2022, setting out its approach to supporting island residents and communities to develop renewable energy solutions that can promote resilience, enhance sustainability, and meet their energy needs now and in the future. As part of this work, we will review the evidence base and options for an "islands uplift" across our delivery programmes as part of our commitment to provide additional support for rural and island homes for heat and energy efficiency.

Support is available to all householders across Scotland, including in rural and island areas, through Home Energy Scotland (HES), funded by the Scottish Government. HES offers free, bespoke advice on measures appropriate to homes, and on the funding available for all domestic energy efficiency and renewables measures, including zero emissions heating. Loans are available of up to a maximum of £15,000 for energy efficiency measures (attracting up to 45% cashback grant (£6,000) and a maximum £17,500 for renewables measures (attracting up to 75% cashback grant (£7,500)).

Rural and island community groups and organisations can access advice and funding support to explore their renewable energy options through the Scottish Government's Community and Renewable Energy Scheme (CARES) delivered by Local Energy Scotland (LES).

The Scottish Government's investment of at least £1.8 billion will strengthen demand and support an increase in jobs and skilled workers right across Scotland. We will work with industry to co-produce a ‘Heat in Buildings Supply Chain Delivery Plan’ by Summer 2022 which will include a focus on developing local supply chains, attracting inward investment and securing local jobs, training and skills, particularly in our islands and remote communities.

Zero Waste Scotland officials have met twice with Scottish Government Ministers in the period February 2021 to present.

The Scottish Government funds advice services through a combination of longstanding funding relationships that ensure continuity of services, such as those delivered by Citizens Advice Scotland and the network of Citizens Advice Bureaux, or through a bidding process for funds aligned to specific policy objectives. All bid-in funds have their own assessment criteria based on the needs of the policy areas with responsibility for the funding programme, however all grant funding offered from the Scottish Government must adhere to the rules set out in the Scottish Public Finance Manual.

There were 42 proposed flood protection schemes set out in the Flood Risk Management Strategies published by SEPA in December 2015.

The Chief Medical Officer issued guidance in his letter of 21 September on the vaccination of severely immunosuppressed individuals. On 19 October a tailored Primary Care Update communication was cascaded direct to primary care networks to ensure GPs and others were aware of arrangements for this cohort.

The Joint Committee on Vaccination and Immunisation (JCVI) advice on third primary doses is complex both in terms of eligibility and timing, as the ideal time for a third dose may differ from person to person. There has therefore been clear national communication to health boards to assist them in delivery to this cohort.

There are many rare conditions and guidance on specific conditions which may benefit from inclusion is not necessarily exhaustive. Where a condition is not on the list but a patient’s clinician believes they should be included, they can add people to the list and refer them for vaccination to their local health board, if in their judgement, they feel that their patient should be eligible for a third dose.

The regulation of medicines and medicinal products, including Cannabis Based Products for Medicinal Use (CBPMs) is reserved to the UK Government, and is the responsibility of the Medicines and Healthcare products Regulatory Agency (MHRA).

The Scottish Government remains committed to helping build the evidence base around the safety, efficacy and quality of CBPMs.

CBPMs contain cannabinoids, including cannabidiol (CBD). Any foods or food supplements containing a CBD must be evaluated for safety, authorised and approved as a novel food before they can be sold in Scotland. At this moment in time there are currently no CBD products that have been authorised for the GB market under the novel foods regulation.
