To ask the Scottish Government what recent discussions it has had with teaching unions regarding ventilation in schools.

Ventilation in schools is a regular topic of discussion at the COVID-19 Education Recovery Group and the COSLA Workforce Issues Group.

In addition, on 12 January 2022, the COSLA Spokesperson for Children and Young People Councillor Stephen McCabe and I issued a joint letter to unions, requesting specific details of any ongoing ventilation issues being experienced by teaching and other school staff.

To ask the Scottish Government whether it will reconsider the extent to which PAS 2030 and PAS 2035 ventilation standards need to be applied in its Home Energy Efficiency Programmes for Scotland: Area Based Schemes (HEEPS: ABS) and Home Energy Efficiency Programmes for Scotland: Warmer Homes Scotland (HEEPS: WHS) programme for homes in rural areas with high average windspeeds.

The British Standards Institution (BSI) standards relate to the overall approach to retrofit and general processes to be followed by installers in installing energy efficiency measures. These standards are intended to be informed by agreed best practice, as they are applied to different construction types and local conditions. The Scottish Government is working with the BSI to set up a Scottish specific working group to feed into the standards to ensure the unique circumstances in Scotland are reflected in the standards e.g. building types and geography.

To ask the Scottish Government what assessment it has made of the typical environmental remediation costs for sites of former steelworks such as Ravenscraig; what sites it has considered in this regard, and whether it has calculated historic costs adjusted for inflation.

The Scottish Government has not carried out an overarching assessment of the typical environmental remediation costs for sites of former steelworks in Scotland. Due to Scotland’s long history of iron and steel making such activity has taken place in a range of locations and circumstances over differing time periods and has involved many different processes and scales of production. Hence land remediation costs at any particular former steelworks site will depend on a multitude of site-specific factors and the owners’ planned future uses of the land.

To ask the Scottish Government what (a) correspondence and (b) meetings it has had with (i) Tata Steel and (ii) Liberty House since identifying that it may have broken state aid rules while facilitating the sale of the Dalzell steelworks, and whether it will publish any (A) minutes and (B) documents regarding this since 1 January 2021.

Since Ministers were informed of the potential presence of State Aid with respect to its 2016 contract with Tata Steel UK Scottish Government officials have engaged with (a) Tata Steel UK on the following occasions, 9-12-21; 10-12-21; 13-12-21; 14-12-21; 15-12-21; 24-12-21 and 12-1-22 and (b) Liberty Steel-GFG Alliance on the following occasions 9-9-21; 8-11-21; 15-12-21; and 24-1-22.

Channels of communication between the Scottish Government and relevant businesses remain open but it would not be appropriate to publish the detailed content of these commercially sensitive exchanges.

To ask the Scottish Government on what date and at what time it contacted Tata Steel after identifying that it may have broken state aid rules while facilitating the sale of the Dalzell steelworks, and whether it will publish any (a) notification and (b) response.

Scottish Government officials contacted TATA Steel UK on 9 December 2021 to inform the company of its findings concerning the potential presence of State Aid with respect to 2016 transaction. Channels of communication between the Scottish Government and Tata Steel UK to facilitate dialogue remain open but it would not be appropriate to publish the detailed content of these commercially sensitive exchanges.

To ask the Scottish Government what the annual salary will be for the role of the new Chief Operating Officer of ScotRail.

The salary information relating to the Chief Operating Officer appointment is personally confidential information pertaining to an employee of Abellio ScotRail Ltd.

Once the Chief Operating Officer becomes a public sector employee and in line with the Scottish Public Finance Manual, details of the Chief Operating Officer’s remuneration will be published in due course within Scottish Rail Holdings’ year end accounts. These accounts will be published on Transport Scotland’s website once audited and laid before Parliament.
