To ask the Scottish Government whether it plans to commission a sector capacity assessment of the estimated net cost of the energy transition in the social housing sector, in line with the recommendation by the Zero Emissions Social Housing Taskforce, and if it does, by when it will do so.

As covered in the response to S6W-07980, the Scottish Government’s response to the Zero Emissions Social Housing Taskforce report will be published after the Scottish local government elections. The response will address the recommendation of commissioning a sector capacity assessment of the estimated net cost of the energy transition in the social housing sector.

To ask the Scottish Government when it last met the Fire Protection Association to discuss the use of BS 8414 testing on buildings of any height.

To ask the Scottish Government what its position is on whether BS 8414 testing for external cladding systems on buildings is robust.

The Scottish Government are aware of ongoing criticisms of the BS 8414 test. Opinion on the test within the sector remains divided. The test standard has not been withdrawn by the British Standards Institution and its purpose is to provide data to enable evaluation of the fire performance of components when combined to form a complete cladding system.

Following consultation last year, the Building Scotland (Amendment) Regulations 2022 were laid in the Scottish Parliament on 22 April. From 1 June 2022, these regulations introduce a ban on combustible cladding systems on residential and other high risk buildings over 11m. For such buildings, BS 8414 can no longer be used as an alternative means of compliance with building regulations.

To ask the Scottish Government what consultation it has carried out with disabled people and their supporting organisations in relation to Spaces for People schemes.

Transport Scotland and Sustrans have worked with a number of organisations who represent disabled people. These include, the Mobility and Access Committee for Scotland (MACS), The Royal National Institute for the Blind (RNIB), and Guide Dogs for the Blind. The input from these organisations was valuable in the development of guidance and support to local authorities to deliver their Spaces for People schemes.

To ask the Scottish Government what its position is on whether its 2024 timescale for introducing a Natural Environment Bill provides sufficient prominence to the declared nature emergency, and whether it will bring this timescale forward.

We recognise the need for urgent action to address our twin nature and climate crises. That is why we are not waiting until the introduction of the Natural Environment Bill to take action. We have already committed to invest £65 in our Nature Restoration Fund over the course of this Parliament and £250 restoring our peatland over this decade. We will soon be consulting on our new Biodiversity Strategy where we will set out our ambitious vision for a nature rich Scotland. We remain committed to introducing a Natural Environment Bill in year 3 which will include nature targets to help tackle the biodiversity and climate crises.
