This is a local matter that is managed by NHS Tayside. However we do expect the board to continue to discuss parking provision with Indigo Park Services UK Ltd. The board will keep us informed of these discussions.

For the Pillar 2 Schemes as there is no regulatory deadline for when payment are to be made.

However, for pillar one schemes there is a regulatory deadline to complete payments by 30 June or, if not then by 15 October. We are able to provide information on the number and percentage of Pillar 1 payment made in 2015 and 2016 application years by 30 June and 15 October .

It is relevant to note that in any scheme year there are always a small number of complex claims which take much longer to process.

This information is only held on a Scotland wide basis and the breakdown by Local Authority area is not available on the system. It would be disproportionate to produce that through manual interrogation of every claim.

The Primary Care Workforce Survey 2015 collected information on estimated weekly hours worked by GPs in practices (excluding Out of Hours periods).

• 58% of GP practices responded and estimated weekly hours were reported for 2,685 GPs.

• The survey results suggest that the average estimated hours worked per week by GPs was 34.0 hours. Estimated hours per week ranged from 2 hours to 110 hours. This includes direct and indirect patient contact and other activities.

It is not possible to answer this question as the data is not readily available from the system and it would breach the disproportionate threshold to collate it manually.

Senior Managers performance is a contractual matter which, by law, remains between the employee and their employer. Decisions relating to employee capability/performance and how any related statistics are collected are therefore matters for each individual Health Board.

As I informed the Parliament during my statement on Air Departure Tax on 5 October, the Scottish Government has carefully considered the proposal to devolve the tax to local councils and does not believe this can be done in a way which is compatible with state-aid regulations and EU law. The Scottish Government has therefore not discussed this further with any of the Highland and Island councils.

NHS National Procurement was created ten years ago to deliver better value and identify collaborative opportunity across NHS Scotland’s Health Boards' 3^rd party spend. Since then, it has developed to where it now procures two thirds of NHS Scotland spend, with the remaining one third being sourced locally by Health Boards.

Through its best practice category management model and e-Procurement solutions, it works with clinicians and experts in non-clinical areas to identify and implement strategies for external spend that support their requirements; over the last five years, savings of £224 million have been identified.

This year a Procurement Transformation Programme, with patient care at the heart of its purpose and vision, was set up. Programme governance and solution design consists of representation from stakeholders, Health Boards and National procurement. The programme has started to identify further opportunities to reduce variation, obtain best value and offer the same quality products used in patient care across Scotland.

The NHS Capital budget since 2007 is highlighted in the first column. The totality of spend on medical training is not reported centrally, however NHS Education for Scotland report costs associated with medical undergraduate and postgraduate teaching and these are included in the second column. This will not include spending on medical training delivered by GP Practices and NHS Boards as GPs, Consultants and other medical staff are required to deliver training, or hold positions which are managerial in overseeing delivery of medical teaching.

The Scottish Government currently collects data from local authorities to analyse the level of non-domestic rate reliefs awarded. The collection of this data is to inform policy development with the awarding of the relief and administration being entirely the responsibility of local authorities.

The Scottish Government is committed to ensuring that Scotland remains an attractive location for investment. We are currently considering a number of proposals around Land and Buildings Transaction Tax, including share pledges within group relief, as part of the Scottish Government’s overall approach to the planning and management of the devolved taxes.
