To ask the Scottish Government what the proposed £8 million of funding, that it has been allocated from the UK Government for the A75, will be used for, and over what timescale.

The funding will cover initial assessment of options for improvements to the A75, specifically around Crocketford and Springholm up to conclusion of Design Manual for Roads and Bridges (DMRB) Stage 2.

While funding is confirmed, it has not yet been allocated or received. My officials are working with the UK Government officials on the legal and financial mechanisms of securing this funding. Once these are completed, we will then be able to set a draft timetable for the design development to progress.

This kind of work can take a number of years, for which the outcome is a preferred route announcement. My officials are taking every step necessary to have this work ready to commence next financial year. They are already beginning to prepare procurement documents to appoint a technical advisor. Once funding formalities are complete, they will immediately progress procurement of a technical advisor to undertake the necessary design and assessment work.

To ask the Scottish Government what provision local authorities have to allow Council Tax exemptions or discounts to residents in properties affected by flooding.

The Council Tax system in Scotland provides for a 100% exemption from Council Tax for homes that are not habitable, and are undergoing major repairs, which lasts for up to 12 months. Further, local authorities have the discretion to apply a Council Tax discount of up to 50% to an unoccupied property at any time. As there is no time limit to this discretion there is no date at which any discount must expire.

To ask the Scottish Government what its response is to the Public Health Scotland publication, Care home census for adults in Scotland, which showed that the number of care homes across the country has dropped by nearly a fifth in the past decade.

We are working with partners to improve social care services and deal with the challenges the sector faces. Adult social care support is vital to all who require additional support, whether that is to live independently at home, in the community, or to move into a care home.

While the number of care homes has fallen, the estimated number of care home places available has remained relatively stable.

This reflects our policy of supporting people to live at home for as long as possible.

No one wants to see the closure of care homes, unfortunately this can happen for a number of reasons, such as quality concerns or changing ownership.

To ask the Scottish Government what action it is taking to ensure that its funding decisions regarding support for the voluntary sector are issued no later than December, and that any funds are paid no later than the start of the tax year in April.

In the 2023-24 Programme for Government we have committed, as part of developing an approach to fairer funding for the third sector, to deliver improvements in grant-making arrangements, including providing greater clarity and consistency of practice.

We understand that organisations need timely grant decisions and payments in order to reduce financial uncertainty and effectively resource delivery.

In line with the commitment given by the First Minister, we are working, within the context of the Scottish Budget process, to issue notifications of funding arrangements to third sector organisations, as soon as is practicably possible and no later than end of March for funding beginning on 1 April.
