To ask the Scottish Government who authorised the disposal of the car involved in the M9 crash on 5 July 2015; who made it aware that it had been disposed of, and when, and whether it was consulted regarding the disposal beforehand.
Answer
The Scottish Government had no role in this decision and was not notified at the time of the vehicle's disposal. Ministers would not routinely be consulted on such matters which are the operational responsibility of the Chief Constable.

To ask the Scottish Government, in light of reported recent calls by the industry, what plans it has to upgrade the electricity distribution infrastructure to deal with the growth in electric vehicles.
Answer
Electricity network policy and regulation are reserved matters, and the responsibility of the UK Government and Ofgem respectively. However, the Scottish Government works closely with each of these to ensure that Scottish policies, priorities and circumstances, such as our Energy Strategy and Climate Change plan are fully reflected in the relevant decision making processes.
We know how important it is to ensure that the electricity distribution infrastructure in Scotland is able to support the anticipated growth in electric vehicles, as well as the wider decarbonisation of the whole energy system in Scotland. The Scottish Government is working closely with Scotland’s distribution network owners, given their vital role in helping to fulfil the Scottish Government's ambition – set out in the 2017-18 Programme for Government – to phase out the need for petrol and diesel vehicles by 2032.
This will include collaborating on modelling work to help identify where distribution network upgrades may be required, which may affect determination a number of applications for which we are responsible under section 37 of the Electricity Act, and to inform the nature of the investment and regulatory decisions which the network companies will need to ask of Ofgem as part of the price control process.
Our Networks Vision Statement, which we committed to produce within our Energy Strategy and which aim to publish before the end of this year, will set out more detail on how we expect Scotland’s electricity and gas networks to develop and to support the transition to a low carbon economy over the coming decades.

To ask the Scottish Government how many patients were referred for homeopathic treatments in each of the last five years, broken down by NHS board area.
Answer
Homeopathic Outpatient appointments are not covered by Waiting Time Standards and Boards are not therefore required to provide this information to Information Services Division (ISD) for publication. The information requested is not therefore held centrally. The question asks about the number of outpatient referrals to Homeopathy. Three Boards have provided ISD with data on the number of new outpatient attendance for homeopathy and integrative care. These numbers are not necessarily the same as the number of referrals as a person referred may not attend the appointment.
Figures in the following table shows the number of New Outpatient attendances, by Board, for the last five financial years:
Board of Treatment | Specialty | 2013-14 | 2014-15 | 2015-16 | 2016-17 | 2017-18 |
NHS Scotland | Homeopathy | 1543 | 1432 | 330 | 100 | 100 |
| Integrative Care 1 | 50 | 54 | 909 | 1095 | 946 |
Greater Glasgow & Clyde | Homeopathy | 1348 | 1349 | 243 | 0 | 0 |
| Integrative Care 1 | 50 | 54 | 909 | 1095 | 946 |
Lothian | Homeopathy | 84 | 0 | 0 | 0 | 0 |
| Integrative Care 1 | 0 | 0 | 0 | 0 | 0 |
Tayside | Homeopathy | 111 | 83 | 87 | 100 | 100 |
| Integrative Care 1 | 0 | 0 | 0 | 0 | 0 |
Source: SMR00 – outpatient attendance return
1 Integrative Care includes other treatments as well as Homeopathy. For more information, see here: http://www.nhsggc.org.uk/patients-and-visitors/main-hospital-sites/gartnavel-campus/nhs-centre-for-integrative-care/
These figures indicate that the only Board now providing homeopathy outpatient services is NHS Tayside. The Board decided at its meeting on 29 March 2018 to stop this service.
The Centre for Integrative Care in Glasgow (CIC), previously the homeopathic hospital, provides a whole person integrated service that is intended to promote and enhance wellbeing, resilience, and the realisation of an individual’s potential capacities for self-care, self-regulation and self-healing. Interventions offered at the CIC include Mindfulness Based Cognitive Therapy, Heartmath, Counselling, Art and Music Therapy, Physiotherapy, and Therapeutic Massage, and complementary therapies such as Acupuncture, Homeopathy and Mistletoe Therapy. Following assessment if the recommendation at the CIC is for Homeopathy treatment, the patient is free to purchase this privately or attend their GP.
British National Formulary (BNF) subsection 190203 lists prescribed homeopathic preparations. The most recent published Prescription Cost Analysis (PCA) annual figures show that in 2017-18, 7,711 items within this subsection were prescribed at a total Gross Ingredient Cost of £37,293.
NHS Greater Glasgow & Clyde is the only NHS Board to submit data to ISD for Inpatient/Day Case referrals to these services. The number of Day Case referrals to Homeopathy and Integrative Care, by Board, for the last five financial years:
Board of Treatment | Specialty | 2013/14 | 2014/15 | 2015/16 | 2016/17 | 2017/18 |
Greater Glasgow & Clyde | Homeopathy | 196 | 212 | 72 | 0 | 0 |
| Integrative Care 1 | 0 | 0 | 238 | 233 | 2 |

To ask the Scottish Government what plans it has to alter legal aid in light of comments by the Law Society of Scotland that the “level of new entrants to the sector is below that required to sustain the network of criminal firms providing access to justice across Scotland”.

Mr Johnson is referred to the answers previously provided at S5W-18485 and S5W-18489 on 27 September 2018 . The Scottish Government has been analysing the recommendations contained in the review “Rethinking Legal Aid” and as set out in the Programme for Government last week we will provide our response in the Autumn.
