To ask the Scottish Government whether it has been advised by the Institution of Fire Engineers of how many fire engineers in Scotland are (a) included on the starter register and (b) registered as being suitably trained in relation to the initial phase of the single building assessment.

To ask the Scottish Government whether it is the case that four companies are currently providing services to assess cladded buildings in Scotland, and that it could take these companies, focusing on this programme exclusively, a minimum of two years to assess all high rise buildings.

To ask the Scottish Government how much additional funding it has allocated to the Tenant Grant Fund as a result of its Programme for Government announcement to widen eligibility, broken down by the allocation to each local authority.

Each local authority was awarded an allocation of funds, to be used in the last financial year, ending 31 March 2022. Where it has not been possible to spend this in full, local authorities can continue to use their allocation in 2022-23 until fully spent.

Existing funding has not been exhausted and there are no plans to provide additional funding at present. However our emergency budget review, published on 2 November 2022, has outlined significant funds to help those most affected by the cost of living crisis. The Scottish Government will continue to do everything within our resources and powers to help those most affected by the cost of living crisis.

To ask the Scottish Government, further to the answer to question S6W-10687 by Shona Robison on 20 September 2022, and in light of the lack of updated data sources for some of the indicators, what its position is on whether the input data available to local authorities and housing market partnerships, which is required to produce a housing needs and demand assessment, is sufficient to produce robust and credible outputs.

Local authorities, as both the statutory housing and planning authority, are responsible for assessing housing requirements.

The Housing Need and Demand Assessment (HNDA) process seeks to use the best available data to reach robust and credible outputs.

The HNDA Tool which forms part of the assessment enables the use of quality assured recognised national datasets. The HNDA tool also provides flexibility to incorporate a variety of types of housing need where there is robust local information and evidenced policy drivers.

Any decision by a local authority to use local information should weigh the value of the data with sourcing, cleaning and inputting the data into the HNDA process bearing in mind HNDAs aim to provide a broad range of housing estimates rather than a single precision, or actual, housing estimate. The methodology used by local authorities should be included in the HNDAs allowing for transparency.
