The report into the breakdown of the MV Hamnavoe was published on 7 March 2014 and is available on the Transport Scotland website by following the link:

To ask the Scottish Government what the cost was to the public sector of the first year of the 2012-18 Serco NorthLink contract to the Northern Isles.
Answer
The Scottish Government paid a grant of £37,556,777.39 subject to any final adjustment, to Serco Northlink Ferries Ltd in respect of the first contract year of the 2012-18 Northern Isles Ferry Services, Public Service Contract.

To ask the Scottish Government when the Crown Office and Procurator Fiscal Service will receive the report of the UK Government’s investigation into the blowout on the Elgin platform in the North Sea in March 2012.
Answer
The Crown Office and Procurator Fiscal Service anticipate receiving reports from both the Health and Safety Executive and the Department of Energy and Climate Change into the incident on the Elgin platform in the North Sea following the conclusion of their ongoing investigations. The Health and Safety Executive have advised that they hope to be in a position to provide a report before the end of March 2014. As those investigations remains live it would not be appropriate to comment further.
