Parliamentary questions can be asked by any MSP to the Scottish Government or the Scottish Parliamentary Corporate Body. The questions provide a means for MSPs to get factual and statistical information.

Written questions must be answered within 10 working days (20 working days during recess)

To ask the Scottish Government (a) how many civil servants and (b) what financial resources are being allocated to support the Deputy First Minister in her role on constitution policy and preparations for the referendum.

There are currently 15.25 full-time equivalent staff employed in the Elections and Constitution Division. The Scottish Government has published annual figures for the number of full-time equivalent staff (FTE) by grade working on constitutional policy. These can be found at

To ask the Scottish Government what impact human rights law and the human rights obligations in section 57 of the Scotland Act 1998 have on freedom of information rights.

Section 57 of the Scotland Act 1998 requires members of the Scottish Government to act compatibly with the European Convention on Human Rights. They have no power to do otherwise.

Whilst Article 10 of the Convention requires states to secure the effective recognition and observance of the right to freedom of expression, including the right to receive and impart information, it does not establish a general right of access to data or documents and does not constitute a free-standing freedom of information regime.
