To ask the Scottish Government how many deaths have been attributed to alcohol-related liver damage in each year since 1999.

Information about alcohol specific deaths, which includes deaths by latest cause, is published annually by National Records of Scotland. The latest data was published on 17 August.

There have been 16,917 deaths attributed to alcohol liver disease since 2000. Records prior to the year of 2000 do not include latest cause of death, so it is not possible to report the number of deaths attributed to alcohol-related liver damage for 1999 year.

To ask the Scottish Government how many objections it has received in response to proposals for a National Care Service.

The Scottish Government’s consultation on a National Care Service closed on 2 November, and received around 1,300 written responses. There was also significant digital and face to face engagement with members of the public throughout the consultation period.

Written responses will be published, where permission has been given, along with summary notes of points raised at the engagement events. An independent contractor has been appointed to undertake a detailed analysis of the responses and we expect to publish the analysis report in early 2022.

To ask the Scottish Government what funding or support it has provided to help expand the provision of allotments in Scotland in each of the last five years.

The Scottish Government provides various grant funding each year to support and expand allotments and community growing groups in Scotland.

Scottish Government community funds, including Climate Challenge Fund, Climate Challenge Asset Fund and Investing in Communities Fund more broadly support a wide range of community growing and community garden projects.

The Scottish Government provided funding through the Community Growing Fund which was a grant scheme for the years 2019-2020 and 2020-21, providing a total of £80,000 to local community growing groups public bodies and third sector organisations.

To ask the Scottish Government what plans it has to develop a national standard for electric vehicle charging points in housing developments.

The Scottish Government is currently consulting on draft policy options for the installation of electric vehicle charge points in a number of different building types, including an option that sets out a minimum requirement for all new residential buildings with parking spaces.

The consultation ( Scottish Building Regulations: Proposed changes to Energy Standards and associated topics, including Ventilation, Overheating and Electric Vehicle Charging Infrastructure ) can be found on the Scottish Government's website.

We aim to publish a consultation response in early 2022.

To ask the Scottish Government what discussions it has had with local authorities regarding the levels of council tax debt that has built up during the COVID-19 pandemic.

The Scottish Government meets with COSLA and local authorities on a regular basis to cover a range of issues, including current and future budget pressures. Negotiations on the annual local government finance settlement are conducted between the Scottish Government and COSLA, on behalf of all 32 local authorities.
