To ask the Scottish Government, in light of the reported unscheduled closures of community pharmacies, what discussions it has had with (a) pharmacists and (b) pharmacy associations since 1 January 2022 regarding any concerns expressed by pharmacists on this issue.

The Scottish Government meets regularly with stakeholders who are responsible for the provision of community pharmaceutical care including Health Boards, Community Pharmacy Scotland (the recognised representative body of pharmacy owners) as set out in Regulations. Scottish Government officials have also met with representatives of the Guild of Healthcare Professionals and The Pharmacists Defence Association to discuss a number of topics including workforce related pressures.

To ask the Scottish Government what action it is taking to reduce any impact on patients in NHS (a) Tayside and (b) Fife, in light of the reported rising number of unscheduled closures of community pharmacies.

While pharmacy closures can occur, this on the whole represents a small proportion of the network and is often limited to a small proportion of the required model hours. The Scottish Government continue to work with all Health Boards and community pharmacies representatives who are responsible for the provision of local pharmaceutical care services to ensure that any challenges faced by community pharmacies in providing the safe and effective dispensing of treatments are discussed with the local Health Board to minimise impact and risk to patients. Health boards can take a range of actions in response to any breach of terms by a pharmacy contractor.

To ask the Scottish Government by when it anticipates that all registered defibrillators will be included in the defibrillator App that is used by ambulance crews to locate seriously ill patients.

The National Defibrillator Network Project, “The Circuit” developed by British Heart Foundation and Microsoft, is a UK-wide registry of defibrillators. It integrates with the existing Scottish Ambulance Service defibrillator database. In an incident of cardiac arrest, Scottish Ambulance Service call handlers use the database to locate nearby devices and direct bystanders to it.

The development and implementation of The Circuit is an operational matter for Scottish Ambulance Service, the British Heart Foundation and Microsoft, rather than Scottish Government.

To ask the Scottish Government whether it will confirm which budget line has been used to provide £65 million to the war effort in Ukraine.

The £65 million of funding being provided by the Scottish Government to support the war effort in Ukraine is capital funding that will be provided via the carried forward balance in the Scotland Reserve.

The Provisional Outturn statement on 23rd June advised Parliament that £183 million worth of capital underspends would be carried forward within the Scotland Reserve to support the 2022-23 Scottish Budget. The 2022-23 Scottish Budget included an assumption that £118 million of capital funding from the Scotland Reserve would be available to be utilised. The provisional outturn position therefore provides an excess carry forward of £65 million which is available to be utilised.

The allocation of this amount will be transparently reported in the forthcoming 2022-23 Autumn Budget Revision
