To ask the Scottish Government what assessment it has made of the impact of UK welfare reforms on communities in the Glasgow Maryhill and Springburn constituency.

The DWP data available at a Scottish Parliamentary constituency level is limited. But we do know that as of November 2016, around 1,800 people in the Maryhill and Springburn constituency were claiming the Work Related Activity Group component of Employment Support Allowance; and, from April 2017, new claimants in this group will receive £29 per week less.

There are also around 3,000 people claiming Disability Living Allowance in the member’s constituency. DWP’s own statistics show that almost 45% of those receiving DLA in Scotland lost their entitlement to disability benefit, or received a lower level of award, when initially reassessed for Personal Independence Payments. Almost two thirds of cases at Great Britain level that go to appeal are reversed in favour of the claimant.

As of February 2017, 682 households in the Glasgow LA’s area were affected by the lower benefit cap, losing an average of around £57 per week in housing benefit.

There is no doubt that the UK Government’s welfare reforms are causing hardship in many communities across Scotland, including Springburn and Maryhill.

To ask the Scottish Government whether it will provide an update on what representations it has made to the UK Government regarding the proposals to close half of Glasgow's Jobcentre Plus offices.

I continue to press UK Ministers for clarity, transparency and closer joint working on this matter. I have met the UK Minister for Employment to discuss this matter and I continue to correspond with him. I am currently awaiting a response to my most recent letter of 29th March.

The UK Parliament’s Scottish Affairs Select Committee, recently concluded – on a cross-party basis that the proposed closure of Jobcentres shows "a lack of planning", called for a full review, and recommended any future policy decisions on welfare in Scotland should be taken in consultation with Scottish Ministers. These, are recommendations I endorse and call on the UK Government to heed.
