To ask the Scottish Executive, further to the answer to question S2W-2707 by Mr Andy Kerr on 1 October 2003, how much it expects to spend under each PFI/PPP schemes listed in each of the next 25 years and any schemes subsequently approved.
Answer
An estimate of the amount of the unitary charge in each of the next 25 years for PPP projects that are either operational or have reached financial close is shown in the following tables. The unitary charge is the amount paid by the public sector procuring body to the private sector consortium for the services it provides over the length of the contract. The services include capital construction, lifecycle maintenance and facilities management, and not just the upfront construction cost of the asset.
The unitary charge figures provided relate to the full cost of the PPP projects and not just the cost borne by the Scottish Executive. Where the PPP project is the Executive’s own project, the Executive will bear the full cost of the unitary charge. Where the PPP project is that of another public body, the Executive may provide funding towards the unitary charge.

The Scottish Executive publishedThe National Investigation into Drug Related Deaths in Scotland 2003in August 2005. This research resulted in Taking Action to Reduce Scotland’sDrug Related Death published in December 2005 by the Scottish Executive.
Drug related deaths, after releasefrom prison, are now reviewed regularly by the Scottish Prison Service in partnershipwith the Scottish Crime and Drug Enforcement Agency.

To ask the Scottish Executive how many official visits to NHS hospitals were made by the First Minister in each year since 2001, broken down by hospital.
Answer
The Executive is implementinga massive increase in NHS investment, with the biggest building programme in a generation,an increase in frontline health staff and clinical priorities which encourage out-patientand non-hospital based treatment.
We are also committed to improvingthe overall health of all Scots, through encouraging improved lifestyle choiceswith regards to smoking, diet and exercise.
The First Minister and otherministers undertake a wide variety of engagements to drive forward this importantwork, such as visits to hospices, health centres, healthy living initiatives, healthyeating schemes in schools, and research institutes, as well as meetings with keystakeholders.
The following table gives detailsof the 21 specific and officially recorded hospital visits undertaken by the currentFirst Minister since November 2001. To ask the Scottish Executive, further to the answer to question S2W-28112 by Mr Tom McCabe on 13 September 2006, how the absence of centrally held procurement cost data can be reconciled with the Executive’s Efficient Government plans to make savings from procurement.
Answer
The McClelland Report makes anumber of recommendations which are designed to deliver improvements in procurementpractice which will in turn ensure that vfm saving are secured. Delivery of plannedEfficient Government savings is not considered to be dependent on establishing comprehensivecentral records of procurement expenditure by all public bodies. For example, theReport recommends focussing, initially at least, on a small number of goods andservices which are common requirements across different organisations.

The report highlighted the lackof consistent data as a concern. In implementing the report’s recommendations the Executive intends to undertake additional work on identifying procurement expenditureacross the public sector. It should be noted, however, that this work will focusinitially on larger organisations with higher levels of procurement spending andthat comprehensive central data is not expected to be available for some time.
