To ask the Scottish Executive, further to the answer to question S2W-1113 by Malcolm Chisholm on 17 July 2003, whether any NHS boards have procedures in place for introducing new drugs granted UK marketing authorisation into their formularies other than by receiving advice from the Scottish Medicines Consortium and, if so, what each such procedure involves.
Answer
NHS boards determine theirprescribing policy on new medicines taking into account local needs and advicefrom their Area Drug and Therapeutics Committees (ADTCs). The ScottishMedicines Consortium is a consortium of NHS boards. It brings together ADTCs toensure that NHS boards receive the same advice on the clinical and cost effectivenessof new drugs as soon as practical after the launch of the products involved.This enables the NHS to plan the speedy introduction of beneficial treatmentwhere appropriate. To ask the Scottish Executive whether funds will be made available to ensure that every secondary school is equipped with a swimming pool, following the statement by the First Minister on 7 August 2003 in news release SEfm145/2003 on the provision of opportunities for everyone, regardless of their age, or ability, to participate in sport.
Answer
The news release concerned lottery funding for sports facilities in general. The Executive will continue to work with sportscotland to complete a programme of new and refurbished sports facilities, including swimming pools, across the country.Decisions on the location of swimming pools in secondary schools are matters for education authorities in light of facilities available within the local community.

To ask the Scottish Executive what proportion of households live in rural poverty and what measurements it uses to define rural poverty.
Answer
The Executive does not use a single measure of rural poverty. Poverty is a complex issue and encompasses not only poverty of income but poverty of opportunity. This was recognised by the Rural Poverty and Inclusion Working Group, whose recommendations on improving the evidence base for rural poverty are being taken forward. Urban-rural disaggregation is now available for 11 of the 29 Social Justice milestones, which cover a range of issues related to poverty of opportunity. The Scottish Executive’s long-termstrategy for measuring deprivation using the Scottish Multiple Index of Deprivation, in both urban and rural areas, is currently under development.

To ask the Scottish Executive how many (a) pensioners and (b) children in (i) Scotland and (ii) each parliamentary constituency have lived in households with an income below half the UK average in each year since 1999.
Answer
Figures on the numbers of children and pensioners living in low income households in each parliamentary constituency are not available. The available figures for Scotland are for households with incomes below proportions of the GB (rather than UK) average income. Figures are available for numbers below proportions of both the mean and median GB income.Tables A1-A4 and A9-A12 of the document
Households Below Average Income: Figures for Scotland Using the Range of Low Income Thresholds, include the numbers of children and pensioners in Scotland that were living in households with incomes below half of the GB mean and half of the GB median incomes in each year from 1994-95 to 2001-02. To ask the Scottish Executive how the #250,000 announced on 25 July 2003 to tackle fly-tipping will be allocated to each local authority.
Answer
The £250,000 will not be allocated to individual local authorities. It will be used to support the work of the Scottish Fly-tipping Forum, by funding guidance, research and anti-fly-tipping initiatives co-ordinated by Keep Scotland Beautiful.
