To ask the Scottish Executive, further to the answer to S3W-17293 by John Swinney on 28 October 2008, how many staff are employed in the Scottish Futures Trust (SFT); what the relationship is between it and the Scottish Government, and how many SFT staff members have been involved in discussions held between it, Aberdeen City Council and its professional advisers about the Aberdeen 3Rs school project.
Answer
At present, eight staff are working on Scottish Futures Trust (SFT) projects and programmes under the leadership of the Chair, Sir Angus Grossart. SFT has advertised the post of chief executive and will make appointments to this and further positions soon.
SFT is a private company limited by shares under the Companies Acts, and wholly owned by Scottish ministers. Ministers appoint the Chair and members of SFT and have set its overall priorities in the publication Taking Forward the Scottish Futures Trust (Bib number 45605).
Three staff working for SFT have been in discussions with Aberdeen City Council and its professional advisers about the Aberdeen 3Rs school project.

To ask the Scottish Executive what discussions the Scottish Futures Trust has had with Aberdeen City Council regarding underwriting funds committed to the Aberdeen 3Rs school project.
Answer
The Scottish Government is monitoring developments with the Aberdeen 3Rs school project closely in light of the current situation. Scottish Futures Trust is in regular contact with Aberdeen City Council. The council has taken steps to ensure that work will continue on site while the private sector consortium seeks to secure funding for the project. Responsibility for delivering the schools and securing necessary finance remains solely with the consortium.

To ask the Scottish Executive, further to the answer to question S3W-16852 by Jim Mather on 22 October 2008, what generating capacity was approved by (a) Aberdeenshire Council under the Town and Country Planning (Scotland) Act 1997 for the Mid Hill development and (b) the Scottish Ministers under Section 36 of the Electricity Act 1989 for the extension to the Mid Hill development.
Answer
Aberdeenshire Council granted under the Town and Country Planning (Scotland) Act 1997 planning permission for the 49.9 MW Mid Hill wind farm in June 2005. In January 2008, Scottish ministers granted under Section 36 of the Electricity Act a consent for the Mid Hill wind farm for with a total generating capacity of 75 MW. The consent for the Mid Hill wind farm application granted by Scottish ministers can be found at:

For the avoidance of doubt, the construction of the generating station granted under the Electricity Act does not vary from the development consented in the 2005 planning authority consent, other than the upgrade of five turbines, however the section 36 consent must reflect the total generating capacity granted for the development.

To ask the Scottish Executive what the value of the Horizon Prize will be in (a) 2008-09, (b) 2009-10 and (c) 2010-11.
Answer
The Horizon Prize is now termed as the Saltire Prize. As the Saltire Prize award was announced within the current spending review period, the £10 million award has to be allocated to a specific period within the spending review. As set out in the budget, the £10 million has been committed to 2010-11.
In addition to the Saltire Prize, the Saltire Innovation Fund will be used to create an entrepreneurial competition. This programme is currently being developed by Scottish Enterprise and Highlands and Islands Enterprise. The launch is expected in spring 2009. The value of the fund in (a) 2008-09, (b) 2009-10 and (c) 2010-11 is £2 million per annum.
