To ask the Scottish Executive when it was notified of the UK Government’s plans to provide capital funding for sleeper rail services and whether it plans to hold discussions with it regarding this.
Answer
The Scottish Government was notified of these plans on the day of the UK Government’s Autumn Budget Statement.
We are already in discussion with UK Government on this issue.

The Scottish Ministers considered the content of Rail 2014 – Public Consultation at appropriate points before its publication. Ministers will set out their views in a statement to parliament following the end of the consultation.

To ask the Scottish Executive what remit it gave the Scottish Futures Trust in relation to the selection of Tax Incremental Financing pilot projects.
Answer
The Scottish Futures Trust (SFT) has been asked to make recommendations to Ministers about Tax Incremental Financing (TIF) pilot projects that would be suitable to develop into full TIF business cases for Ministers’ detailed consideration. Once business cases have been prepared, SFT will make recommendations to Ministers on which are likely to be the most successful TIF projects. The regulations and guidance issued about the TIF pilot phase is clear that Ministers will take the final decisions on the selection of TIF pilot projects.

To ask the Scottish Executive what discussions it has had with Aberdeen City Council regarding the use of Tax Incremental Financing in the Union Terrace Gardens project.
Answer
Scottish Futures Trust (SFT) has previously met Aberdeen City Council to discuss the mechanics of Tax Incremental Financing (TIF), as part of the process of identifying potential pilot projects. SFT will work with Aberdeen City Council to develop a full TIF business case for the Union Terrace Gardens project for Ministers’ consideration provided that public support for the project can be demonstrated. Ministers have been informed of the progress of the project to date and expect that the council will keep them updated as the project is taken forward.
