To ask the Scottish Executive what plans it has to implement the Plotnikoff and Woolfson report An Evaluation of Child Witness Support.
Answer
Plotnikoff and Woolfson's report informed the deliberations of the Lord Advocate's Working Group on Child Witness Support. It also helped to shape the 43 individual recommendations made in the working group's report, published in 1999. These recommendations are being taken forward by a Scottish Executive Implementation Group set up in September 2001. It is the aim of the group to complete the bulk of its work by the end of 2002.

To ask the Scottish Executive what steps it will take to ensure that derelict and vacant land reclamation in sites near or adjacent to the M74 northern extension is carried out simultaneously with the construction of the road.
Answer
The Executive is working with the local authorities and Scottish Enterprise to ensure that they are aware of the opportunities that the M74 will create for the regeneration and reclamation of the land along the road corridor.

To ask the Scottish Executive what discussions it has had with Her Majesty's Government about the implementation of the proposed Community Investment Tax Credit and what the outcome of any such discussions has been.
Answer
The Scottish Executive is in regular contact with the UK Government on a wide range of issues, including the proposed Community Investment Tax Credit. In his Pre-Budget Report in November 2001 the Chancellor of the Exchequer announced that the tax credit will be introduced in the 2002-03 tax year. Accreditation of Community Development Finance Institutions (CDFIs) to benefit from the tax credit will be conducted on a UK-wide basis by the Small Business Service (SBS). Officials of the Scottish Executive and the other devolved administrations have been involved in the development of the accreditation processes and will continue to be involved in implementation.

To ask the Scottish Executive what steps it plans to take to support and fund the extension of partnerships such as the Challenging Offending through Support and Intervention Project, developed jointly by North Lanarkshire Council Social Work Department and Barnardos, to other local authority areas.
Answer
The Executive is investing £23.5 million over the four years to 2004 to support the development across Scotland of programmes such as CHOSI for persistent offenders. Our Action Programme to reduce youth crime, published in January 2002, states that we will provide an interim report on the use of the first slice of this investment. This will be available within the next two months.

To ask the First Minister what assistance the Scottish Executive will provide to local authorities in order to assist in repairing damage caused by the recent severe weather conditions.
Answer
We will consider triggering the Bellwin scheme if local authorities can establish that they have incurred exceptional costs. We have had no requests to trigger the scheme in relation to the recent gales.

In financial years 1996-2001 we made offers of Regional Selective Assistance amounting to £137,882,650 towards projects involving capital expenditure of £822,335,910 in the Glasgow Travel to Work Area.

To ask the Scottish Executive what the growth rate in jobs was in Glasgow in each year from 1996 to 2001 and what it is expected to be in each year until 2006.

Data from the ONS's Annual Business Inquiry and Annual Employment Survey shows that the growth rate for jobs in Glasgow City for each year is:

1996-97 | 4.50% |
2000 is the latest year that these data are available.Information on forecasts is not held centrally.

To ask the Scottish Executive why the installation of condensing boilers has not been specified in the terms of its Central Heating Installation Programme.
Answer
The specification for the Central Heating Installation Programme does not prevent the installation of condensing boilers. The specifications were set in terms of performance levels and not on the basis of make or form of heating.
