Parliamentary scrutiny will bean essential part of monitoring progress in relation to single outcome agreements.I will be writing to the Convenor of the Local Government and Communities Committeein due course outlining how I propose the process of reporting to the committeeand to the Parliament be taken forward.

Answer
Scottish Government officialsmeet regularly with representatives of the Princes Trust to discuss delivery offunding. This includes quarterly management meetingsto discuss delivery of specific programmes and a number of these meetingshave included discussion on future funding arrangements.

To ask the Scottish Executive when it intends to implement the decision regarding funding registered social landlords, as stated in Firm Foundations: The Future of Housing in Scotland, to “consult separately in the coming weeks on detailed proposals for getting better value from the current arrangements with effect from early in the financial year April 2008-09”.

To ask the Scottish Executive, further to the statement by the Minister for Community Safety, in respect of the provision of £34 million for disabled children, that the Cabinet Secretary for Education and Lifelong Learning was “considering the matter carefully” (Official Report, c.3846-7), whether it will provide an update on the progress made by the Cabinet Secretary on the matter.

Consistent with the concordatwith local government and in order to reduce bureaucracy and improve local flexibility,resources flowing as consequentials from the May 2007 announcement of £340 millionto support disabled children in England have been rolled into the main Scottishlocal government settlement and will not be ring-fenced. On this and a range ofother issues relating to support for families with disabled children, ministerscontinue to engage with disability organisations and the “For Scotland’s DisabledChildren” coalition.

To ask the Scottish Executive what consideration has been given to a request from the Prince’s Trust to maintain ring-fencing of the Youth Crime Prevention Fund for two to three years.
Answer
The money previously distributedthrough the Youth Crime Prevention Fund to the Third Sector will be included inthe local government finance settlement in future years.
Theconcordat agreed between central and local government sets out the overall resourceavailable to local government, from which resources can be drawn to meet local needand priorities.
Officials have written to localauthorities informing them of the blocks of funding that are currently allocatedby central government directly to service providers, including to the third sector,and that will be rolled up into the local government settlement from 2008.

To ask the Scottish Executive what meetings to discuss antisocial behaviour are planned in local communities in 2008.

A range of meetings in localcommunities will be held as part of the consultation on the review of the nationalantisocial behaviour strategies, including focus groups and public forums. Details,including dates and locations, have yet to be confirmed.

To ask the Scottish Executive whether local authorities will be informed about the format of single outcome agreements before they decide whether to agree to the terms of its concordat with COSLA.
Answer
COSLA is the representative voiceof Scottish local government, and COSLA and the Scottish Government agreed the termsof the concordat in November 2007. The details of the single outcome agreements,including the format of the agreements, are being developed jointly with local government.However, and as with any agreement between two parties, an individual local authoritymust satisfy itself that it is content with the details of its single outcome agreementbefore signing up to it.
