The three month review of the Advance Payment Scheme is currently under way. Once concluded, the findings will be communicated publicly, including through survivor organisations and to all those on the mailing list for updates on redress.

To ask the Scottish Government whether adult survivors of child sexual abuse pursuing personal claims against local authorities will be precluded from applying for payment under the proposed Redress (Survivors of In Care Abuse) scheme.

This issue is covered in a consultation the Scottish Government has issued on the financial redress scheme for survivors of child abuse in care, the results of which will inform the development of the legislation the Government intends introducing next year.
The consultation is open until 25 November and further information is available on the Scottish Government website at https://www.gov.scot/news/consultation-on-financial-redress/ .

To ask the Scottish Government which countries demonstrate international best practice regarding gender recognition, and whether it will provide details of the research and analysis it has undertaken that informs this view.
Answer
A number of jurisdictions - including Denmark and Ireland - have legal gender recognition systems in place which do not require the applicant to provide medical evidence. The Yogyakarta Principles contain recommendations on gender recognition: https://yogyakartaprinciples.org/principles-en/ . To ask the Scottish Government what its response is to reports that a no-deal Brexit could cost the economy of Glasgow £2.35 billion and 38,000 jobs over a four-year period.
Answer
These results are in line with the Scottish Government’s own analysis, which shows that a ‘Disorderly’ No Deal Brexit could result in a contraction of GDP in Scotland by between 2.5%-7% within a year, and a rise in the unemployment level by as much as 100,000, depending on the scenario.

To ask the Scottish Government, in light of it giving the Equality Network £45,000 per annum since 2015-16 for its Intersex Project, which is secured until 2020, whether it supports the charity's aims to "challenge the definition of sex as consisting of only male and female" and "to promote the knowledge that sex is a continuum, as is gender".
Answer
The aim of the Equality Network's intersex project is to facilitate intersex people’s engagement with policy makers and others, to develop a shared understanding of intersex issues. We understand that these statements originate in the Statement of the European Intersex Meeting in Riga in 2014. We understand that the Equality Network have not taken a policy position on intersex/variations in sex characteristics (VSC) issues until they have consulted further on them with intersex people / people with VSCs in Scotland. Their webpage now makes that clear. The Scottish Government plans to consult on intersex/VSC issues.
