To ask the Scottish Executive whether it intends to pilot the model of a single regional registered social landlord developer referred to in Firm Foundations: The Future of Housing in Scotland.
Answer
Firm Foundations does not proposea single regional registered social landlord (RSL) developer. Rather, it proposeschannelling subsidy to one developer who would take the lead in delivering new housingfor a number of RSLs across a specified area, over a period of several years. the Scottish Government will consult on its proposals for introducing large scalecompetition for subsidy next year.

To ask the Scottish Executive what meetings have been held with community-based organisations regarding the removal of ring-fencing from antisocial behaviour funding.
Answer
I attended the inauguralScottish Community Safety Network Chairs and Managers meeting on 29 November 2007 and my officials also met with representatives of the Scottish Community Wardens Network on 11 December 2007. At both these meetings the removal of ring-fenced fundingfor antisocial behaviour was discussed.
My officials and Iwill continue to meet with national and local organisations in the months aheadto discuss how best to tackle antisocial behaviour and promote community safety.

To ask the Scottish Executive how the performance of local authorities in respect of single outcome agreements will be made publicly available.
Answer
Each local authoritywill be required to publish an annual report around the turn of the financial year.The report will set out the progress and achievements the local authority has madetowards meeting the national outcomes and other commitments contained in itssingle outcome agreement.
the first reportswill cover the financial year 2008-09.

To ask the Scottish Executive what measures will be put in place in the event of local authorities underachieving in respect of single outcome agreements.
Answer
The singleoutcome agreements will contain measures for addressing under performance. Thesemeasures will be determined by the group overseeing the process towards implementationof the single outcome agreements and set within the context of the government’snew performance framework.

To ask the Scottish Executive what input it expects that the Parliament will have to the group charged with overseeing the process of implementation of single outcome agreements.

I do not envisageany direct input from Parliament into this group. The purpose of the group is tooversee the process towards the implementation of single outcome agreements (SOAs)between the Scottish Government and local authorities, and its membership comprisessenior officials from the key stakeholder organisations involved.
