Answer
I have made an additional £16.5 million available to the Crown Office and Procurator Fiscal Service in 2002-03, to take forward their modernisation plans. As part of the current spending review, I will be setting budgets for 2003-04 to 2005-06. The results of the spending review will be announced in September.

To ask the Scottish Executive under which subject headings or names pathology information or information on death is stored in each hospital.
Answer
All trusts have in place rigorous systems for identifying retained organs, reports, associated tissue blocks and slides. Record-keeping is the subject of one of the hospital post-mortem examination standards being developed by the Clinical Standards Board for Scotland. These measures are intended to ensure that requests for information about a post-mortem examination are handled as quickly and accurately as possible.

To ask the Scottish Executive whether it or the Scottish Road Safety Campaign has any plans for a publicity campaign on the use of mobile telephones by drivers whilst driving and whether it will make representations to the Department of Transport, Local Government and the Regions in support of change in the law on this matter.

The Scottish Executive is in regular contact with the UK Government on a wide range of issues, including mobile phones and driving.The Scottish Executive shares with the UK Government responsibility for road safety publicity campaigns in Scotland. The Executive provides funds to the Scottish Road Safety Campaign for the production of key road safety education resources and publicity messages. The campaign has no current plans for a publicity campaign on the use of mobile phones by drivers whilst driving.The UK Government's "Think!" campaign includes publicity aimed at raising awareness of the dangers of using mobile phones while driving.

Answer
Due to restrictions on the release of named patient data, it is not possible to provide details of the very small numbers of children who have had intrauterine transfusions. This information cannot be sufficiently anonymised in order to protect patient confidentiality.

Answer
There were no deaths at Simpson's Memorial Maternity Hospital during the years 1980 to 1985 following intrauterine transfusion. No intrauterine transfusions were recorded at the hospital during the period.Information on deaths following intrauterine transfusion for 1975 to 1979 is not available from centrally held data.

To ask the Scottish Executive how many police officers are due to retire in each of the next five years, broken down by force, and how many people are expected to graduate from the Scottish Police College in each of these years, giving their prospective force destination.
Answer
Although the Scottish Executive receives estimates from forces relating to the costs associated with retirements in future years, no information is held centrally on the likely numbers of officers involved. Nor is detailed information held on the estimated number of police officers likely to complete their probationer training in future years. The resources provided to the Scottish Police College are to enable it to provide on-going training and development for serving officers as well as probationer training for recruits. Around 1,600 probationers were trained at the college in 2001-02 and the current plans assume that demand will continue at around that level. However, the number who complete their probation training by force will depend on how many are recruited to each force in each future year and that is an operational matter for Chief Constables to determine within the budgets available to them.

To ask the Scottish Executive what action is being taken in order to deal with any delays in processing children's hearings caused during school holidays by the requirement for reports from educational professionals.
Answer
The Association of Directors of Education Scotland has been encouraging education authorities to develop individual protocols with SCRA. SCRA is liasing with authorities to minimise delays during the school holidays and will monitor the provision of reports over the forthcoming summer holiday period.

To ask the Scottish Executive how much lottery funding has been given to (a) Highlands and Islands Enterprise and (b) the Scottish Land Fund in respect of the community right to buy and crofting community right to buy elements of the Land Reform (Scotland) Bill; whether such contributions were allocated from Scotland's share of lottery funds, and whether such contributions are within the original objectives for the allocation of lottery funding.
Answer
Highlands and Islands Enterprise has received no lottery funding in respect of the Community Right to Buy and Crofting Community Right to Buy elements of the Land Reform (Scotland) Bill.The Land Reform (Scotland) Bill does not make any financial provision for land purchase by community bodies under either the Community Right to Buy or the Crofting Community Right to Buy Parts. The bill is designed to remove land-based barriers which historically have hampered development.The Scottish Land Fund was launched by the New Opportunities Fund in February 2001 and it is administered by Highlands and Islands Enterprise and Scottish Enterprise, on behalf of the New Opportunities Fund.The £10 million fund is designed to support sustainable rural development in Scotland by helping communities to buy, manage and develop local land and related assets. The Scottish Land Fund will complement the Land Reform (Scotland) Bill, but it is not an integral part of it. Funding from the Scottish Land Fund may be one source of support for communities seeking to exercise their rights under the bill.The £10 million allocated to the Scottish Land Fund amounts to 75% of Scotland's £14 million (11.5%) share of the New Opportunities Fund's £125 million Green Spaces and Sustainable Communities programme.The New opportunities Fund was created under the National Lottery Act of 1998 to fund Health, Education and Environment projects and the creation of the Scottish Land Fund is consistent with its remit.
