To ask the Scottish Government for an update on regeneration plans in the Clydebank and Milngavie constituency.

The Scottish Government is committed to the regeneration of Scotland’s most disadvantaged areas and strengthening of local communities.

It is, however, the responsibility of the councils and their respective community planning partnerships to support local regeneration activity, based on their understanding of local needs and circumstances, from their local government settlement.

But the Scottish Government has, in addition, established a number of different funds which address specific areas of regeneration activity and your constituency has and will benefit from those funds.

For example, the Clydebank community sports hub will receive a £1 million award from the regeneration capital grant fund in 2016-17 to redevelop a derelict site situated within Whitecrook, in Clydebank east, into a modern, purpose-built community hub for use by all of the community. The project will provide significant regeneration outcomes for Whitecrook using sport as a catalyst, particularly in relation to health and wellbeing, engaging with and educating young people, addressing unemployment and crime and encouraging community development and volunteering.

Clydebank housing association will receive £103,000 from the people and communities fund this year to support their confident Clydebank project which is intended to enhance the local community’s life chances, wellbeing, skills, training and employment opportunities. The project aims to empower local residents so that they can, where appropriate, move on from the centre to further education, or volunteering opportunities.

Milngavie business groups and partners have benefitted from a Scottish Government seedcorn development grant of £20,000 in 2012 to develop their business improvement district (BID). As a result, they launched their BID in 2014. The Milngavie BID has completed a wide variety of projects in and around the town centre since then. These include:

Town centre beautification

New publicity material for local businesses

A new website for the town centre and accompanying mobile app

A ‘ShopWatch’ security initiative

Installation of town centre Wi-Fi

An annual classic car show.

To ask the Scottish Government what impact it considers the UK Government’s welfare reforms have had on health and wellbeing in Scotland.

I am extremely concerned about the wide-sweeping and negative impacts that the UK Government’s welfare benefits are having, and will continue to have, for some of the most vulnerable people in Scotland.

We know that pushing the poorest people in society in to deeper poverty can only make things worse for their health and wellbeing, particularly for the 100,000 extra children that the Institute for Fiscal Studies estimate will have to grow up on poverty as a consequence of welfare reforms, and this does not take account of latest changes announced in the summer budget.

The Scottish Public Health Observatory has established a set of measures to allow us to monitor the impact of welfare reform and continuing austerity on the health of Scotland’s population. I expect an update on the indicators to be published later in 2015.
