To ask the Scottish Executive what measures are in place to evaluate energy cost savings in homes which have benefited from a Warm Deal grant.
Answer
The data provided by Eaga and by local authorities enables us to quantify a range of benefits from the Warm Deal. These include improvements in energy rating, savings in fuel bills and reductions in emissions of greenhouse gases. A report on these benefits from the Warm Deal in 1999-2000 is being prepared and will be published.

To ask the Scottish Executive whether funding for the Fife Primary Care NHS Trust is adequate to meet all the needs of all the services provided by the Trust.
Answer
The level of funding provided to Fife NHS Trusts is based on the Health Improvement Programme for Fife and is a matter for Fife Health Board to determine with the Acute and Primary Care Trusts.

To ask the Scottish Executive what level of assistance or grants have been given by Scottish Enterprise, Fife Enterprise or other government agencies to Marconi Simulation (now Alenia Marconi Systems) at its Hillend, Fife operation since 1995.

To ask the Scottish Executive how many health boards are currently, or are considering, consulting with their communities on the future shape of NHS services in their area.
Answer
The Scottish Executive would expect health boards to be involved in a process of ongoing dialogue with local communities and, where appropriate, specific groups with regards to the design and delivery of services. A number of large-scale formal consultation exercises are currently taking place across the country with regards to health board proposals for major service changes and development.

To ask the Scottish Executive what studies have been completed on the Scottish deep mining coal industry following the decision to issue more licences for gas powered power stations in Scotland and elsewhere in the UK.
Answer
We are not aware of any such studies having been carried out. Mining Scotland expects to be able to benefit from the availability of operating aid to the coal industry recently announced by the UK Government. In addition, Mining Scotland has a long-term contract with Scottish Power under which all of the coal produced by its Longannet mine is supplied directly to Longannet power station. That contract would not be affected by developments elsewhere in the electricity generation sector.

To ask the Scottish Executive whether Longannet coal mine will qualify for additional investment under the scheme announced by the Secretary of State for Trade and Industry on 17 April 2000 and, if so, how much can it expect to receive.
Answer
This is a reserved matter, but I understand that Mining Scotland has informed the Department of Trade and Industry of its interest in applying for operating aid in respect of Longannet mine when such aid becomes available. Any aid to the coal industry must be approved in advance by the European Commission, and any applications for aid will be assessed by the DTI against the criteria of the scheme. DTI is currently consulting interested parties on the structure of the proposed state aid scheme.
