To ask the Scottish Executive whether it has had or plans to have any discussions with the Scottish Environment Protection Agency or the Department of the Environment, Transport and the Regions with regard to any environmental or health implications of the possible processing at Dounreay of Australian research reactor fuel on board the ship Le Bouguenais.

No. I understand that no spent fuel from Australia is due to be received at Dounreay.

To ask the Scottish Executive what control measures and monitoring processes have been put in place to ensure that existing agreed terms and conditions under Transfer of Undertakings (Protection of Employment) legislation for transferred employees are adhered to during the term of the trunk road maintenance contracts.
Answer
The contract conditions require the contractor to be responsible for bearing all costs, expenses, liabilities and obligations that arise from the TUPE Regulations where on any part of the contract there has been a Transfer of an Undertaking to the new operating company.The Scottish Executive have powers to require the contractor at any time to provide information on the status of employees.

To ask the Scottish Executive whether it will provide any additional funding to encourage the use of "greener" vehicles and, if so, whether any such funding will come from the Scottish block or from the #69 million announced on 20 November 2000 by Her Majesty's Government.
Answer
In my statement of 28 September, I announced that funding for Powershift in Scotland would be boosted over the next three years to almost £3 million. That funding comes from within the Scottish Assigned Budget, whose total reflects the movement in comparable programmes in England.

To ask the Scottish Executive, further to the answer to question S1W-12726 by Sarah Boyack on 23 January 2001, whether it will provide further details of how the comparative costs were calculated, in particular whether weightings were attached to any or all of the bids, what any such weightings were and whether it will publish the values of the bids before any adjustments were made.
Answer
The tenderer's quoted rates were multiplied by the base quantities for the relevant items derived by the Scottish Executive. The sum of these products was then totalled with the tenderer's lump sums to give each tenderer's "comparative cost of tender". A series of pre-determined sensitivity tests were undertaken within a prescribed range. Weightings were applied to the total emerging from each sensitivity test - the "adjusted comparative cost of tender" - and the "comparative cost of tender" and these weighted values added to give the "overall comparative cost of tender".The assessment procedure was described in the Instructions for Tendering for each competition. A specimen copy of the Instructions for Tendering is available in the Parliaments Reference Centre. The "overall comparative cost of tenders" for each bid in each competition was published in my response to question S1W-12726. Further information is commercially sensitive and the Scottish Executive has no plans for publication.

To ask the Scottish Executive what discussions it has had with representatives of the haulage industry regarding compensation or other forms of financial support in connection with the loss of income resulting from restrictions on the movement of livestock caused by the current outbreak of foot-and mouth-disease.
Answer
The Scottish Executive has had discussions with the Road Haulage Association. The situation for hauliers will have eased somewhat as a result of the licensing scheme for slaughter which came into effect on 2 March. This licence permits the movement of animals direct from the farm to approved slaughterhouses under strict controls.I have commissioned work to assess the immediate economic consequences of foot and mouth to allow me to consider the most effective way of helping rural areas and businesses.

To ask the Scottish Executive how much of the #100 million for the support of renewable energy technologies announced by the Prime Minister on 6 March 2001 it will receive through the Barnett Formula.
Answer
The allocation of the £100 million for renewable energy announced by the Prime Minister has yet to be decided, and will be the subject of a report due in the autumn from the UK Government's Performance and Innovation Unit. We will stay in close touch with HM Treasury and the Department of Trade and Industry on this issue.

To ask the First Minister what conditions were inserted into the trunk road management and maintenance contracts to protect the pension rights of employees transferring under the Transfer of Undertakings (Protection of Employment) regulations.
Answer
The new contracts do not contain any conditions relating to pensions to be paid to employees transferring under TUPE.TUPE does not cover occupational pensions.
