Global e-commerce tourism and leisure transactions are predicted to grow from $2billion in 1999 to $30billion in 2003.

To ask the Scottish Executive whether sections 93 and 94 of the Environment Act 1995 provide for the power to introduce a statutory instrument for deposit-refund systems and, if so, what the limits of any such power are.
Answer
It is likely that sections 93 and 94 do provide a power to introduce a deposit-refund scheme. The detail of proposed scheme would have to be examined to determine whether its introduction would fall within devolved competence. It would also need to be considered in the light of EC and domestic law on competition and the sale and supply of goods.

To ask the Scottish Executive what percentage of the agri-environment budget in 2001-02 was allocated specifically for the Rural Stewardship Scheme.
Answer
Expenditure in 2001-02 as a consequence of Rural Stewardship Scheme approvals issued in 2001 is currently estimated to account for 6% of the funding available for agri-environment schemes. The first management payments for approvals issued in 2001 will be made in 2002-03.
