To ask the Scottish Executive whether the Environment and Rural Affairs Department has been invited to participate in the UK working group on the equine industry and, if so, whether it will participate.
Answer
I am not aware of any such UK working group,but the Scottish Executive Environment and Rural Affairs Department is a memberof the steering group for a British research project on the horse industry.

To ask the Scottish Executive whether it will legislate to provide rights of way across level crossings.
Answer
The Scottish Executive has no plans to legislate to provide rights of way across levelcrossings.
The Executive is committedto encouraging responsible access to the countryside. This is the reason forthe legislation which establishes rights of responsible access in Part 1 of theLand Reform (Scotland) Act 2003. The act provides a balance between theresponsible exercise of access rights and restrictions to facilitate publicsafety. Railways are, therefore, excluded from access rights. This does notmean that the public cannot cross rail track with the permission of NetworkRail, where safety considerations allow.

To ask the Scottish Executive what financial and other support it has allocated in each of the last five years to youth cafis and other alcohol-free projects for young people.
Answer
Funding for Youth Community Alcohol Free Environments (CAFEs) and other alcohol-free projects for young people is provided within resources allocated to local authorities and NHS boards but is not identified specifically by the Executive.

To ask the Scottish Executive what youth cafi and other alcohol-free projects there are.
Answer
There are Youth Community Alcohol Free Environments (CAFEs) in 21 of the 22 local Alcohol Action Team (AAT) areas. Details of individual projects are not held centrally at present but are currently being assessed within the action plans of each AAT. These plans are being made available on the Executive website at:

To ask the Scottish Executive what steps are being taken to fill nursing vacancies in Tayside.
Answer
Responsibility for recruitment lies with NHS trusts as employers. The Facing the Future group, established in 2001 and chaired by me, supports trusts in this role and has introduced a range of initiatives to aid recruitment and retention of nurses and midwives in NHSScotland. NHS trusts in Tayside have benefited from these initiatives in the same way as other trusts across Scotland have. Tayside have been particularly successful, with the most recent figures showing no vacancies in either trust remaining unfilled for longer than three months.
