To ask the Scottish Executive what statutory powers it has in respect of the reciprocal enforcement of maintenance orders.
Answer
Of the bi-lateral ormulti-lateral arrangements to which the UK is party for the reciprocal recovery of maintenance,the majority are incorporated into domestic law in terms of the MaintenanceOrders (Reciprocal Enforcement) Act 1972 or by modifications thereto. In termsof the 1972 Act, the Minister for Justice acts as Central Authority with supportfrom the Scottish Executive Justice Department.
Certain other arrangementsare incorporated into domestic law in terms of the Civil Jurisdiction andJudgements Act 1982. The Justice Minister has no formal statutory central authorityrole under that act.

To ask the Scottish Executive what its policy is in respect of promoting and financing community drama groups.
Answer
Executive support forcommunity drama and all other art forms is channelled through the Scottish ArtsCouncil. The council funds a wide range of drama organisations and groupswithin communities through both lottery and voted funds. Community arts,including drama, are a key priority for the council and its Access andParticipation and Arts in the Community schemes are gearedspecifically to provide support for this important sector.

To ask the Scottish Executive when it will reach a decision on the retail development planning application at Westway Retail Park, Arbroath, following the local public inquiry held in October 2003.

To ask the Scottish Executive what progress it has made with regard to Implementing a Framework for Maternity Services in Scotland.
Answer
The Framework for Maternity Services establishes clear action points and recommendationsto enable NHS boards, trusts and other agencies to put in place maternity servicesappropriate to the needs of the population and demography of Scotland.
To support implementationthere are a number of areas of work that have, or are being, progressed. Keypieces of work include publication of the work undertaken by the expert groupon acute maternity services and the creation of a national maternity services workforcegroup. There is also the development of a maternity development programme and thedevelopment of maternity standards by NHS Quality Improvement Scotland. the Executive has also provided funding for regional maternity service co-ordinators.

To ask the Scottish Executive what information it has on students graduating in midwifery last year who have not found full-time employment as midwives.
Answer
This information is not heldcentrally. However the One Year Guarantee Scheme was put in place to ensurethat all newly qualifying nurses and midwives could obtain employment inNHSScotland if they wished. By April 2003 no midwives were registered on thescheme suggesting that all who wished to had secured employment.

To ask the Scottish Executive how many student midwives are undertaking their final year of study.
Answer
There are approximately 200student midwives currently in their final year of training.
