To ask the Scottish Executive who is responsible for meeting the financial costs of training police officers of Strathclyde Police Force to deal with disturbances at HM Prison Kilmarnock.
Answer
This is an operational matter for the force and information of this sort is not held centrally. Generally, however, the costs of training officers of Strathclyde Police would be met partly by the force from within the budget set for it by Strathclyde Joint Police Board and partly by the Scottish Police College. Police forces have contingency plans, developed with partner organisations, to cover a variety of situations that may occur at key premises or installations, including each prison, within their areas. These set out individual organisational roles and responsibilities as well as the actions to be taken should a contingency response be required.

To ask the Scottish Executive what powers have been transferred from the Scottish Parliament to Her Majesty's Government including any transfers which may have taken place through (a) primary legislation, (b) secondary legislation and (c) Sewel motions.
Answer
The powers of the Scottish Parliament are set out in the Scotland Act. Two orders have been made under section 30(2) of the Scotland Act which have contained provisions narrowing the legislative competence of the Scottish Parliament in very minor respects. The relevant provisions are article 2 of SI 2000 No. 1831 and articles 2 and 5 of SI 2000 No. 3252.
