To ask the Scottish Executive how many vacancies there are in the area of autism within the NHS, broken down by NHS board.
Answer
Patientsdiagnosed with autism will receive their care from a variety of health careprofessionals in a variety of NHS settings. In general, these staff will cover arange of patients, not specifically those diagnosed with autism. Centrally helddata on vacancies is available for medical and dental consultants, nurses andallied health professionals but does not identify the number of vacanciesspecifically for the treatment of autism. However, the Executive has asked NHSboards and local authorities to develop services for people with autisticspectrum disorder (ASD) in line with the recommendations of the Public HealthInstitute of Scotland Autistic Spectrum Disorder Needs Assessment Reportpublished in 2002. This should help them to identify the required resources.

To ask the Scottish Executive when it will publish its response to the consultation process on the fluoridation of water.
Answer
Submissions from more than1,300 individuals or organisations, and almost as many postcards, and petitionswere received in response to our consultation document Towards Better OralHealth in Children. Independent researchers were appointed to collate andanalyse the responses, and their report, which is nearing completion, will bemade available shortly, as will our response to it.

To ask the Scottish Executive what input it has had into the review by HM Treasury of the housing market as part of its economic assessment of membership of the single currency.
Answer
A Government decision to recommend UK entry into EMU isa reserved matter, and therefore a matter for the UK Government. The Governmentwill only recommend UK membership of EMU if it is in the national economic interest.The Secretary of State for Transport and Scotland represents Scottish interestsin the UK Government.
OtherGovernment Departments were involved in aspects of the preliminary and technicalwork (encompassed in the EMU studies). But the assessment itself is a Treasury assessmentproduced for the Government, and the work was undertaken by the Treasury.
The Executive is in contact withboth review teams and will contribute as necessary to their deliberations.

To ask the Scottish Executive whether the Secretary of State for Scotland has given it a guarantee that Lord Fraser of Carmyllie will have access to all past and present personnel of Her Majesty's Government whom he may wish to interview as part of his inquiry into the Holyrood building project and, if not, whether it will seek such a guarantee.

If Lord Fraser should encounter any difficulty, I am confident from my discussions with the Secretary of State for Scotland that I would have his full co-operation in resolving it.

To ask the Scottish Executive what (a) powers and (b) plans it has to introduce legislation to provide safeguards for debtors with bank accounts by restricting the extent to which an arrestment attaches to monies in bank accounts and establish an arrestment restriction procedure, whereby a debtor would be able to apply to a sheriff for an order to release monies from arrestment.
Answer
In this parliamentary year we will consult on and bring forward proposals for reform to the law on the enforcement of civil obligations in Scotland. The Executive consulted extensively on diligence reform last year and has published an independent analysis of the responses to consultation. The legislation which will follow will cover issues consulted upon such as modernisation of the enforcement system and individual types of enforcement, including arrestment of funds such as those held in bank accounts, as well as other debtor protections.

To ask the Scottish Executive how many (a) households and (b) pensioners' homes in postcode areas covering (i) Hamilton North and Bellshill and (ii) Kilmarnock and Loudoun parliamentary constituency have (1) benefited in 2001-02 and (2) are expected to benefit in 2002-03, 2003-04 and 2004-05 under its Central Heating Installation Programme.
Answer
East Ayrshire Council installed central heating in 133 dwellings in 2001-02, and expect to install it in 80 dwellings in 2002-03 and 203 dwellings in 2003-04. South Lanarkshire Council installed central heating in 863 dwellings in 2001-02, and expect to install it in 1,094 dwellings in 2002-03 and 1,100 dwellings in 2003-04. All council houses in these areas should have central heating by 31 March 2004. North Lanarkshire does not take part in the Central Heating Installation Programme; all its stock having central heating.Eaga are responsible for delivering the Central Heating Installation Programme to owner-occupiers and private renters. They collect data by main postcode area. That data shows that 195 private dwellings in the KA postcode area had central heating installed in the period from October 2000 to 31 January 2001. One hundred and thirteen private dwellings in the ML postcode area had central heating installed in the same period. There is no estimate of the number of private householders in these areas who will benefit during the remainder of the programme, but Eaga will make every effort to ensure that everyone who is eligible is made aware of the programme and encouraged to apply.

I have asked Bob Millar, Chief Executive, Communities Scotland to respond. His response is as follows:Renfrewshire Council are in the process of compiling a report into the operation of this company. This report, when complete, will be passed on to Communities Scotland who will take any further steps necessary at that time.
