To ask the Scottish Executive what level of funding (a) has been and (b) will be invested in the implementation of (i) the recommendations of The Same as You? A review of services for people with learning disabilities and (ii) the Mental Health (Care and Treatment) (Scotland) Act 2003.
Answer
The LearningDisability Change Funds provided to local authorities specifically for theimplementation of
The Same As You? were £8 million in 2001-02, £12 millionin 2002-03, and £16 million in 2003-04 continuing at that level thereafter. Weare also providing £1.5 million over five years for the Scottish Consortium forLearning Disability.
NHS boards and localauthorities will deliver implementation of the Mental Health (Care andTreatment) (Scotland) Act 2003 primarily from theirmainstream allocations.
However, local authorities have received additionalrevenue funding of £1.2 million in 2003-04 with £12.5 million available in 2004-05and £13 million in 2005-06 continuing at that level thereafter. £2 millioncapital funds have also been announced for both 2004-05 and 2005-06. NHS boardshave also received towards £1 million Partnership Agreement resources this yearwith a further £6 million and £8 million announced for 2004-05 and 2005-06respectively.

To ask the Scottish Executive what its position is on whether food labels should include trans fat content.
Answer
The Food Standards Agencyhas informed me that declaration of the trans fatty acid content is mandatoryonly for foods bearing a nutrition claim about it, such as “low in trans fattyacids”. The European Commission is reviewing the nutrition labelling rules andpreliminary papers suggest that the issue of labelling of trans fatty acidcontent may be discussed.

To ask the Scottish Executive what its position is on the scientific information highlighted by the Food and Drug Administration in the United States of America with regard to links between trans fats and hydrogenated vegetable oils and coronary heart disease.
Answer
The Scottish Executive’s position is in line with the Food Standards Agency advice that, aspart of a healthy diet, individuals should try to reduce total fat intake andin particular reduce the amount of saturated fats and trans fats eaten andreplace them with unsaturated fats.

To ask the Scottish Executive what the (a) headcount and (b) whole-time equivalent number of dentists working with the prison population has been in each year since 1999, broken down by prison.
Answer
I have asked Tony Cameron,Chief Executive of the Scottish Prison Service to respond. His response is asfollows:
About 14 dentists currentlyprovide 33.5 sessions of dental care per week.
This equates to about 3.35 wholetime equivalents.
Information is not availablefor previous years and for individual prisons. Broadly, the level of servicehas not changed appreciably in the past five years.

To ask the Scottish Executive what plans it has to ensure that standards of data quality are consistent throughout the NHS and are maintained at the highest level possible, in light of the findings of NHSScotland Data Quality Assurance Report on Acute Inpatient / Day Case Data 2000 - 2002.
Answer
The report to which yourefer was prepared by the Information and Statistics Division (ISD) Scotland aspart of its well-established procedures for reviewing the quality of nationaldata collected by NHSScotland. The reports produced by ISD on these reviewsinclude recommendations to data providers on ways to maintain and wherenecessary improve the quality of data. ISD regularly reviews and updates itsplanned quality assurance programme to ensure that fit-for-purpose data areavailable to meet the developing needs of NHSScotland and, where data areintended for publication, to meet the standards required of National Statistics.

To ask the Scottish Executive how many dentist posts are vacant.
Answer
In terms of the hospital andcommunity dental services, as at 30 September 2003, there were fiveconsultant vacancies out of an establishment of 115. Three of the five postshad been vacant for six months or more.
The number of dentist postsvacant in the general dental service (high street dentistry) is not held centrally.
