To ask the Scottish Executive which local authorities have established rapid response teams as recommended by the Joint Future Group's report, as referred to in the annual report of the Chief Social Work Inspector, Progress with Complexity: The 2003 National Overview Report.
Answer
Every local authority has eithera rapid response team covering part or all of their locality, or a comparable service.Thirty local authorities have a rapid response team, while the remaining two providea similar service without the label of a rapid response team.

To ask the Scottish Executive which NHS boards are entering 2004-05 carrying forward deficits and what the level of each such deficit is.
Answer
Only three NHS boards are expectedto enter 2004-05 with brought forward deficits; NHS Argyll and Clyde (£36 million),Grampian (£6.2 million), and Lanarkshire (£23.5 million). The audited annual accountsfor NHS boards are not yet available and both the number of boards, and the figures,may change.

To ask the Scottish Executive which NHS boards are projecting overspend budgets for 2004-05 and what the levels of such projected overspends are.
Answer
NHS boards are still finalisingtheir budgets for 2004-05. Any figures provided at the current point in time wouldbe preliminary estimates and could therefore be misleading.

I meet regularly with the chairs of NHS boards and most recently on 9 August 2004.The issues discussed included the revaluation of the NHS estate, financialposition 2004-05, public involvement guidance, 5-in-1 guidance, GMS contract,vCJD, the Efficient Government Initiative, the Department of Health ImprovementPlan, direct elections to NHS boards, the National Framework for Service Changeand Agenda for Change.

To ask the Scottish Executive what level of funding has been made available to NHS boards to meet the costs of backdated payments to April 2003 as a result of the new consultants' contract.
Answer
The cost of the consultants’contract will be met through NHS boards’ general allocations. Boards havereceived record funding in this spending round and the allocations to boardsfor 2003-04 reflect an average 7.8% increase – in total £370 million more thanthe previous year. Each board’s initial allocation for 2003-04 was announcedin S1W-33866. Funding has already beenmade available in NHS boards’ allocations for the cost of paying arrears toconsultants from April 2003.

The Scottish Executive is firmly committed to more nursesand midwives working in NHSScotland.
The partnershipagreement commits to attracting 12,000 qualified nurses and midwives intoNHSScotland by 2007. We remain on track to deliver against this target.

To ask the Scottish Executive how many dentists who finished their vocational training last year applied for an NHS list number in Scotland.

Fifty-seven of the dentists who finished their vocational training in July 2003 had receivedan NHS list number in Scotland by 31 January 2004.
