To ask the Scottish Executive how many (a) consultants, (b) GPs, (c) nurses and (d) other staff affected by Agenda for Change will receive protected salaries due to the implementation of the consultants’ contract, GP contract and Agenda for Change.

a) SEHD is aware of five consultantsso far who have received a protected salary as a result of the consultantcontract.

b) The great majority ofgeneral practitioners do not receive a salary but are independent,self-employed contractors. Under the terms of the new General Medical Services(GMS) contract, each GP practice receives a Global Sum payment as acontribution towards its costs, including staff and running costs, indelivering essential and additional services to patients. A protectionmechanism (the Minimum Practice Income Guarantee – MPIG) ensures that apractice’s global sum payments will be no less than its previous income fromfees and allowances for the comparable, equivalent terms. Approximately 94% ofGP practices receive an MPIG.

c) and d) the number of NHSstaff on pay protection following the implementation of Agenda for Change willnot be known until the process of matching and evaluating all NHS staffaffected by the new system is complete.

To ask the Scottish Executive whether it intends to reduce the number of NHS boards.

Now is not the time to make changes given the need for stability our health service. Therefore no reduction in the number of health boards is being proposed by the Executive. However, I would make it absolutely clear that there has to be a significant improvement in cross boundary working to ensure that the boards’ decisions take account of the regional dimension. If they fail to do so then the Executive may need to look at this again.

These figures do not take account of other activities in the CDS, for example, school dental inspection schemes and health promotion activities with groups of patients and with other care professionals. In addition, a number of NHS boards have been authorised by Scottish ministers to appoint salaried general dental practitioners to meet “safety net” requirements which previously had to be met by the CDS.

To ask the Scottish Executive how many lung cancer patients in (a) Scotland and (b) each NHS board area have survived (i) 12 months and (ii) five years beyond diagnosis in each of the last three years.

Relative survival rates which adjust for the underlying death rate in the population are those commonly used for comparison purposes with other countries.

Table 1 shows relative survival rates five years after diagnosis for 1996, 1997 and 1998. 1998 is the most recent year for which five year follow up of patients is complete.

To ask the Scottish Executive how many breast cancer patients in (a) Scotland and (b) each NHS board area have survived (i) 12 months and (ii) five years beyond diagnosis in each of the last three years.
