To ask the Scottish Government whether it will provide a list of all international trips taken by the Cabinet Secretary for the Constitution, External Affairs and Culture since his appointment up until 31 December 2021, and what the cost was of each flight for him and any accompanying staff for each trip.

I made no international trips as a Minister between my appointment in May 2021 and 31 December 2021.

Answer
Ministerial engagements and expenses, including those for overseas travel, are proactively published by the Scottish Government three months in arrears in line with the Ministerial Code. This can be accessed via the Scottish Government website .
Travelling to other countries allows Ministers to promote Scotland, build relationships and boost investment - including emphasising the Scottish Government's role in working with partners to support Scottish companies.
The cost of flights for those accompanying me, up to and including trips proactively published on the SG website, are listed below.

To ask the Scottish Government what progress it has made on implementing the recommendations of the National Review of Care Allowances.
Answer
The Scottish Government continues to work closely with COSLA to find a way forward on the introduction of a Scottish Recommended Allowance for foster and kinship carers.
This will improve consistency and transparency for looked-after children, their families and their carers across Scotland.

There are currently three working groups, nine advisory groups and one that is both a working and advisory group within the Constitution, External Affairs and Culture portfolio. These are as follows:

The Scottish Government will publish a breakdown of the 11.2 million committed to local government to increase the capacity of local resettlement teams, support refurbishment of properties and support integration work, once payments to all local authorities are finalised.

Answer
Further to the answer to question S6W-11628, answered on 7 November 2022, I refer the member to the answer to questions S6W-11493 on 26 October 2022, and S6T-00915 on 25 October 2022. The administration process is still ongoing, but I would like to assure the member that the Scottish Government is continuing to engage with key partners in relation to this matter, including Creative Scotland.

To ask the Scottish Government what its response is to the Carnegie UK publication, Five steps to put wellbeing at the centre of policymaking in Scotland, which was published in 2022.
Answer
I welcome the recently published briefing from Carnegie UK and the five recommendations to put wellbeing at the centre of policymaking in Scotland. I look forward to their engagement as part of the forthcoming review of the National Outcomes.
The National Performance Framework is Scotland’s wellbeing framework. Increasing wellbeing is central to its purpose, with the 11 National Outcomes setting out the type of country that we want to be. The development of the proposed Wellbeing and Sustainable Development Bill will consider the best way to ensure the interests of future generations are taken into account in decisions made today.
