To ask the Scottish Executive how many prosecutions have been undertaken in relation to sex trafficking offences and how many have resulted in conviction since 1999.
Answer
To date, there have been no casesidentified where a person has been proceeded against in relation to sex traffickingoffences under section 22 of the Criminal Justice (Scotland) Act2003. Prior to 2003, no specific sex-trafficking offence existed in Scots law.

The Minister for Communitiesindicated during the member’s debate in the Parliament on 25 May 2006 on traffickingfor forced prostitution that we will ensure that Home Office ministers are madeaware of the strong support expressed during that debate for the UK to sign theConvention Against Trafficking in Human Beings.

To ask the Scottish Executive whether Her Majesty's Government has sought any input from it in respect of International Day against Homophobia.
Answer
The UK Government has not soughtinput from the Scottish Executive in respect of the International Day against Homophobia(IDAHO). IDAHO was welcomed by Meg Munn, Deputy Minister for Women andEquality, who issued a statement of support.
The Executive is committed totackling homophobic prejudice and discrimination and we are establishing a Forumto help us address negative attitudes to lesbian, gay, bisexual and transgenderpeople in Scotland.
As an employer, the Executivemarked the day by issuing a notice to all staff, highlighting its significance andproviding a link to the IDAHO website for further information.

To ask the Scottish Executive whether it has been consulted by Her Majesty’s Government regarding its deliberations on whether to sign up to the International Convention on Trafficking and, if so, what the Executive’s response was.
Answer
The Scottish Executive is inregular contact with the UK Government on a wide range of issues, including humantrafficking.
The Executive and the Home Officerecently undertook a joint consultation on proposals for an Action Plan on HumanTrafficking. The consultation did not specifically ask whether the UK should signup to the Council of Europe Convention Against Trafficking in Human Beings but itsought views on a number of issues, including reflection periods and residence permits.The UK Government is actively considering whether to sign the Convention.

To ask the Scottish Executive whether it has conducted an economic assessment of extra burdens on local authorities that may arise should levels of homelessness increase as a result of the enactment of provisions in the Bankruptcy and Diligence etc. (Scotland) Bill which would allow a creditor to apply for a court order forcing a debtor to sell property if more than £1,500 is owed.
Answer
The Executive intends that thenew diligence of land attachment in the Bankruptcy and Diligence etc. (Scotland) Billwill strike a fair balance between creditors and debtors.
The Executive does not agreethat land attachment will cause an increase in homelessness, and has not thereforecarried out an economic assessment of the possible impact on local authorities.
The Executive nonetheless notesthe recommendation of the Enterprise and Culture Committee in their stage 1 report that themain dwellinghouse should be exempted. We will therefore consider carefully whetheror not to make changes at stage 2 of the bill.

To ask the Scottish Executive whether it will provide mainstream funding for the Caledonian Virtual Practice Development College as part of its overall strategy to improve the quality of healthcare for older people.
Answer
As part of the overall strategyto improve the quality of health care for older people, the Scottish Executive andNHSScotland are committed to supporting practice development for staff such as thatprovided by Caledonian Virtual Practice Development College. However, the college is a commercial enterprise andit is only one example of how this development can be provided. It would have tobid for funding to support its on-going work on a competitive basis alongside anyother bidders or providers of such a service.
