To ask the Scottish Executive whether asylum seekers in Scotland can apply to the fresh talent initiative.
Answer
The Fresh Talent initiativeis about attracting to Scotland those individuals who have the legal right to live,work and study here by promoting Scotland as a destination and providing information to thosethinking of coming here. Therefore, in its broadest sense people do not ‘apply’to the Fresh Talent initiative.
However, individuals fromoutwith the EEA can apply to the Fresh Talent: Working in Scotland Scheme, oneparticular strand of the initiative, and I have addressed this issue in the answerto question S3W-1655, answered on 24 July 2007.

To ask the Scottish Executive, in order to carry out its responsibilities in respect of asylum seeker children, what information it receives from the Home Office on the number of children (a) detained in and (b) deported from Scotland and the ethnicity of such children.
Answer
The Scottish Executive doesnot have any legal responsibilities in relation to asylum seeker children. Scottishlegislation such as the Children (Scotland) Act 1995 places specific responsibilities on localservice providers to care for and support children in their area, including thechildren of asylum seekers.
The Executive has howeverrecently asked the Border and Immigration Agency to provide a detailed monthlystatistical summary on asylum seeker children in Scotland.

Answer
The Executive does notreceive any information on the number of asylum seeker children detained in ordeported from Scotland under the March 2006 Agreement. Officials havehowever recently asked the Border and Immigration Agency to provide a detailedmonthly statistical summary on asylum seeker children in Scotland.

The operation of Dungavel isa matter for the Home Office. The Scottish Government is clear that the welfareof all children in Scotland is paramount and we will raise with the Home Officethe progress made in improving the recording of child protection work and in providinga child protection log at Dungavel Immigration Removal Centre as recommended inthe recent HM Inspectorate of Prisons inspection.
