To ask the Scottish Government whether it will provide an update on progress on the Edinburgh Glasgow Improvement Programme.

The Edinburgh Glasgow Improvement Programme (EGIP) is making good progress and, as members are aware, a major milestone will be reached in summer 2015 with the works at the Winchburgh Tunnel. This will however mean a change from usual operations on the route but ScotRail and Network Rail are working together to minimise the disruption and ensure passengers can still travel between the two cities.

I can confirm that the rail industry will on 19 March 2015 launch a major publicity and communications campaign to inform passengers of the works at Winchburgh, its impact and how passengers can continue to make their journeys during this time.

EGIP forms part of the biggest ever package of improvements to our transport networks. Transport Scotland and their partners have a coordinated programme in place to minimise the impact on users.

To this end, the M8 traffic management and Winchburgh Tunnel closure have both been scheduled to take place during the summer months when transport networks are traditionally quieter and less likely to be further impacted by weather events.

Transport Scotland has undertaken a detailed review with operators on our roads and railways to ensure minimal disruption. While people will be able to complete their journeys, they should factor disruption caused by these schemes into their travel plans.

To ask the Scottish Government what impact the Transatlantic Trade and Investment Partnership will have on the health and wellbeing of the people of Scotland.

The Scottish Government believes that the Transatlantic Trade and Investment Partnership (TTIP) could deliver economic benefits for Scotland and has been engaging with the UK Government to maximise the benefits of TTIP for Scotland.

Economic gains should not come at any price and I am aware that stakeholders have concerns about aspects of TTIP.

Given the vital importance of the NHS to the people of Scotland and concerns about the impact of TTIP on the NHS, I wrote to the UK Secretary of State for Health at the beginning of August 2014 seeking explicit protection for the NHS in TTIP negotiations. I have not yet had a response.

I have also written to the European Commissioner for Health and Consumer Policy, Tonio Borg, seeking similar assurances. I have asked to meet him as a matter of urgency to seek guarantees that policy decisions of the Scottish Government on the NHS in Scotland would in no way be affected by TTIP.
