To ask the Scottish Government how many women have consulted their GP regarding breast cancer symptoms in the last five years, broken down by NHS board area.

NHS Information Services Division (ISD) published information on 26 March 2013, in relation to GP consultations for breast symptoms and this can be found at:

The data for this publication was sourced from PTI (Practice Team Information) which is a representative sample of approximately 60 practices across Scotland covering around 6% of the population. This sample can only provide estimates at national level and is not large enough to provide estimates of consultations at NHS board level (or lower) and such data is therefore not held centrally.

To ask the Scottish Government whether it will provide an update on its review of the European public procurement directive and what implications the directive might have on the introduction of the proposed procurement reform bill.

The timetable for agreement of a revised European Procurement Directive has slipped from December 2012 to what is now expected to be autumn of this year at the earliest. The revised Directive is the subject of on-going negotiations between the Presidency, European Commission and European Parliament and we are expecting there to be significant progress in drafting the Directive over the coming months.

The Procurement Reform Bill is a central element of our continued reform of public procurement in Scotland. For obvious reasons this Bill needs to be framed within the EU procurement law that is currently under review and it was clear from the debate on the Bill on 17 April that we need to be able to take advantage of any additional flexibility that the new Directive might offer in framing our approach to procurement in Scotland.

Reluctantly, therefore, we have decided that it would be prudent to defer the introduction of our Procurement Reform Bill until after the summer recess, to allow us to take stock of any further developments in Europe.
