To ask the Scottish Executive, further to the answer to question S2W-24245 by Tavish Scott on 24 March 2006, how many individuals who submitted a valid application before 20 March 2006 did not receive their National Entitlement Card by 1 April 2006; for how long these applicants will be able to use their old travel card, and whether it is aware of applicants being told by local authorities that they may “require to re-apply”.
Answer
This information is not heldcentrally, nor is it likely to be available from what is essentially a live database.It is intended that old travel cards will continue to be valid for local travelup to 30 June 2006, and an intensive marketing and publicity campaign isunderway to remind any remaining eligible residents to renew their old cards.
The vast majority of applicationshave been successfully processed, with over 822,000 cards issued by 4 May 2006. However,a tiny number of applications will inevitably go astray for a variety of reasons,and at this point it is sensible for the local authorities to advise the applicantto re-apply.

To ask the Scottish Executive how many fatalities resulting from road traffic accidents were recorded by the General Register Office for Scotland in each of the last five years.
Answer
The information requested isgiven in the following table. Because of definitional differences, the numbersrecorded by the General Register Office for Scotland (GROS) may differ slightlyfrom those derived from police road accident statistics. For example, thelatter exclude deaths occurring more than 30 days after the date of theaccident.

Answer
The prescribed changeprocedures in the variations section of the standard form of PPP contract providesa basis for costing variations. This section sets out how an estimated changein project costs should be calculated, and includes placing the onus on thecontractor to mitigate costs, demonstrate transparency of costings, and ensurecosts are benchmarked against prevailing market rates.

The final business case for Argylland Bute Council’s non profit distributing model schools project is availablefrom the council’s website
www.argyll-bute.gov.uk,and shows that the pilot project has demonstrated value for money. The model isnow being taken forward by two other councils for their schools projects.

To ask the Scottish Executive what steps it is taking to ensure that appropriate facilities are available for Scotland’s top gymnasts to train for major championships.
Answer
The Executive and sportscotlandare working with local authorities, sports governing bodies and other partnersin taking forward the national and regional sports facilities strategy. Thisstrategy will see a number of regional sports halls developed across Scotlandwhich may be available to gymnasts for preparation for major championships. Fundingmay also be available from sportscotland’s Building for Sport programmeto support the development of gymnastics facilities.

To ask the Scottish Executive what support it offers to Scottish athletes.
Answer
There are a number ofprogrammes in place to provide financial and other support to help Scotland’stalented and emerging athletes train and prepare for internationalcompetitions. This support is available to those who the relevant sport’sgoverning body are satisfied have demonstrated the potential to win medals orequivalent, on the international stage.
The programmes from whichour talented athletes can benefit are: Athlete Support; the Scottish Instituteof Sport and the Area Institute Network, and the World Class PerformanceProgramme.

To ask the Scottish Executive whether it will make representations to the International Olympic Committee seeking the establishment of a Scottish Olympic committee and a Scottish Olympic team, in light of the performance of the Scottish team at the Commonwealth Games in Melbourne and the call by the Danish Minister for Culture for Denmark’s devolved territories to have their own Olympic teams.
