It is for each local authorityto decide how to gather evidence to satisfy itself that applicants for landlordregistration are fit and proper. In doing so they must ensure that they act in accordancewith the Data Protection Act 1998. The Scottish Executive’s guidance notes on landlordregistration recommend a light-touch approach, in which authorities refer to anyexisting information they hold about the applicant, including any complaints madeto the authority by tenants. The guidance does not suggest that authorities shouldproactively seek information from tenants in relation to individual applications.

Data about injury road accidentsare collected by the police and reported to the Scottish Executive using the STATS19 statistical report form. These returns cover only road accidents in which oneor more people were injured and which become known to the police. The returns donot cover “damage only” accidents or accidents of which the police are unaware becausethey were not reported by the public.

The following table gives thenumbers of road accidents which were identified in the STATS 19 returns as occurringon the A71 in 2004 and 2005 and the associated fatalities and serious casualties.The information is broken down by local authority area.

It should be noted that the statisticsgiven are based upon the data which are held in the central statistical databaseand which were collected by the police at the time of the accident and subsequentlyreported to the Executive. They may differ from any figures which the local authoritieswould provide now, because they do not take account of any subsequent changes orcorrections that local authorities may have made to the statistical information,for use at local level, about the location of each accident, based upon their knowledgeof the roads and areas concerned.

Injury road accidents occurringon the A71, and the associated numbers of fatalities and seriously-injured casualties,as reported in the STATS 19 statistical returns.

Information on the proportionof total hospital cleaning costs accounted for by staff pay in 2005-06 is includedis table 1 of Proportion of total hospital cleaning costs spent on cleaningstaff pay in NHS hospitals a copy of which has been placed in the Scottish ParliamentInformation Centre (Bib. number 41241). At some locations, cleaning services areprovided by private contractors, the pay costs of these contracted staff will appearin the total costs of cleaning services and not in the pay element.

Costs are only collected forcatering supplies and total pays, so food costs can not be shown separately; incomeis netted off against the cost of supplies.

Information on the proportionof total hospital catering costs, by pay and supplies, is shown in table 1 of Proportionof total hospital catering costs, by catering staff pay and supplies,in NHS hospitals a copy of which has been placed in the Scottish ParliamentInformation Centre (Bib. number 41240). Expenditure on catering services includesboth patients and staff and is net of any income generated. At some locations, cateringservices are provided by private contractors. The pay costs of contracted staffwill appear in the cost of supplies along with expenditure on food and other cateringsupplies.

The net costs collected are statedafter recharging for non-patient catering. However, some NHS hospitals have a policyto subsidise staff meals, therefore the net costs used to calculate these proportionsmay include a subsidy element in some cases.

We are aiming to publish boththe National Race Equality Strategy and Action Plan and the four strategic groupplans before dissolution.

The available information isshown in the following table. Data on housing revenue account receipts used to redeemdebt is only available from 1987-88 and data on capital expenditure financed fromreceipts only available from 1996-97, we do not collect specific information onreceipts retained by local authorities.

For completeness the table alsoshows total capital receipts and total capital spending on new building and improvementon housing revenue accounts. Capital spending can be funded by receipts, by newborrowing and from current revenue.

Due to local government re-organisationin 1996, it is not possible to provide local authority level figures on a consistentbasis over the period requested.

The Executive does not measuredestitution among asylum seekers.

We do, however, continue to workclosely with local partners, for example the Scottish Refugee Council to help ensurethat all asylum seekers and their children get the help and support they need. Thefirst Joint Inspection of services for asylum seekers in Glasgow is underwayand will help ensure the quality of those services.

The Scottish Refugee IntegrationForum was reconvened this year to examine issues affecting refugees and asylum seekers.The forum’s new action plan is due to be published in the next few months and wewill be implementing this as part of the National Race Equality Strategy.

We hope to publish the NationalRace Equality Strategy and Action Plan and the four strategic group plans in theearly new year.

The following tables show thetotal value of sales to sitting tenants of local authority stock, at 2005 prices.Table 1 shows sales to April 1996, by old district council area and table 2 showssales from April 1996 by local authority area. Note that the reorganisation of localgovernment districts in April 1996 means that it is not possible to present thetotal value of sales from 1979 in one table.
