To ask the Scottish Government what discussion it has had with Rolls-Royce and South Lanarkshire Council in response to the announcement of the planned closure of the Rolls-Royce East Kilbride plant.

The Scottish Government’s main economic development agency, Scottish Enterprise, has been in ongoing discussions with Rolls-Royce about the proposal to move its East Kilbride operation to Inchinnan and the potential areas of support for safeguarding the overall Rolls-Royce presence in Scotland.

There is also representation and support from Scottish Government agencies, Scottish Enterprise and Skills Development Scotland, on the taskforce led by South Lanarkshire Council, which was formed following the Rolls-Royce announcement. The taskforce discussion has concentrated on the development of an East Kilbride action plan which will align with South Lanarkshire Council’s town centre action plan. The plan will aim to encourage further business opportunities for East Kilbride and is due to be ready by the end of March 2013.

To ask the Scottish Government what assessment it has made of the impact of the UK Government’s proposed underoccupancy penalty on the socially rented sector in Scotland.

Our latest estimate of the overall impact is that:

105,000 households will be affected by the under occupancy penalty.

Of these, 83,000 will be under-occupying by one bedroom and the remaining 22,000 by two or more rooms.

With around 586,000 households in the social rented sector, we therefore estimate that 18% of all households in the sector will be affected.

The average weekly loss in 2012-13 prices will be between £11 and £12 per week.

To ask the Scottish Government what help is available to ensure that children with complex additional support needs reach their full educational potential.

The Education (Additional Support for Learning) (Scotland) Act 2004 (as amended) places duties on education authorities and other agencies to identify, plan and make provision for the additional support to children and young people who have an additional support need which is causing a barrier to their learning. There are a wide range of factors that may lead to children and young people having a need for additional support, including pupils whose needs are complex or multiple and need significant support from more than one agency.

The Scottish Government also commissioned an independent report, chaired by Peter Doran, into learning provision for children and young people with complex additional support needs. The Doran report, the Government response and the long term plan for additional support for learning were published on 13 November. Recommendations for government have been accepted either in full or in part, and we will work with partners to ensure delivery.

Kenny MacAskill: The removal of immigration offenders is a matter for the UK Border Agency. As such the Scottish Government does not hold information on whether any Scottish police personnel have been involved in any such removal.
