To ask the Scottish Executive, further to the answer to question S3W-29 by John Swinney on 30 May 2007, how many special advisers there are now; what their specific responsibilities are, and what the cost is of their employment.
Answer
I refer the memberto the answer to question S3W-5415 on 15 October 2007 which set out the current number of special advisersand their responsibilities. All answers to written parliamentary questions are availableon the parliament’s website, the search facility for which can be found at
http://www.scottish.parliament.uk/webapp/wa.search.The routine security,health and reference checks, where required, have been obtained for all these appointments, except for the mostrecent full-time appointee.
The estimate of theannual salary cost now takes into account changes to special adviser appointmentsand pension contributions. The salary cost over a full 12 month period, based onthe special adviser complement at 1 November 2007, is estimated at £568,021. This figure includes ERNICand employer pension contributions except for one special adviser in each instance.

To ask the Scottish Executive how many claims for national entitlement cards for free bus travel have been rejected following submission of form NCT002, broken down by local authority.
Answer
Anyone who submitsan application for Scotland-Wide Free Bus Travel for Older and Disabled People accompaniedby a fully completed NCT002 authorised by an appropriate person will have theirapplication processed and will be issued with a national entitlement card.
Applications wouldonly be rejected if the applicant does not meet all the criteria or their applicationhas not been approved by an appropriately qualified person.
Transport Scotland does not hold this information as the renewal ofnational entitlement cards is the responsibility of local authorities. As such,any available information relating to card issue statistics is held by them.

To ask the Scottish Executive how it will ensure that consistent standards are maintained by local authorities for processing form NCT002.
Answer
The NCT002 detailsthe criteria which requires to be met by anyone applying under the mentalhealth category and requires an authorised signatory from a recognised establishmentto confirm that an applicant meets the criteria.
All local authoritieshave been issued with guidance notes to ensure that only those people who meet thecriteria in full have their applications processed and to ensure that the certificateshave been completed and authorised in accordance with the guidance issued by TransportScotland.

Answer
I announced our commitmentto increase funding for international development to £9 million within the lifetimeof this Parliament, within the context of the current spending review. I cannotconfirm a funding profile until the current spending review is complete.
