To ask the Scottish Government when it will publish and distribute printed copies of the recent joint statement signed by the Scottish Ministers, the Lord Advocate and Police Scotland opposing female genital mutilation as awareness-raising material.
Answer
This month the Scottish Government will be printing 2000 copies of the joint female genital mutilation statement, some of which will be used for Police Scotland’s ‘Operation Atlas’ commencing 26 June 2015. Others will be distributed to service providers and community-based organisations.
This statement is also available to download at: www.fgmaware.org, www.onescotland.org and a number of local authority and violence against women partnership websites, as well as Police Scotland and a number of NHS intranets. Police Scotland has also distributed electronic copies to all Scottish airports to download and print off as part of the planned ‘Operation Atlas’.

To ask the Scottish Government what meetings it has had with the oil and gas industry to discuss the publication of a new oil and gas bulletin; when those meetings took place, and who attended.
Answer
Scottish Ministers and Scottish Government officials have on-going engagement with the North Sea oil and gas industry to discuss the outlook for the sector and the key challenges and opportunities.
The Scottish Energy Minister, Fergus Ewing has also carried out between 150 and 200 meetings in Aberdeen since he became minister, and on June 10 2015 he will be attending a meeting of the government and industry forum PILOT to discuss the outlook for the sector.

To ask the Scottish Government when it will publish detailed action plans to underpin Scotland's Economic Strategy.
Answer
Scotland’s Economic Strategy sets out an overarching framework for all Scottish Government policy and our delivery partners. It brings focus on increasing competitiveness and tackling inequality as two mutually supporting goals.
Since its publication, policy frameworks have been launched on Internationalisation and Scotland’s Business Pledge. As outlined in the strategy, Scotland's Trade and Investment Strategy, Scotland's Oil and Gas Strategy, Fair Work Strategy, and Social Justice Strategy, will also be published in due course.

To ask the Scottish Government what contingency arrangements are in place in the event of a shortfall in revenue from the (a) Landfill Tax and (b) Land and Buildings Transaction Tax.
Answer
The Scottish Government has taken a prudent approach to the preparation of forecasts for the devolved taxes. These forecasts have been endorsed as reasonable by the independent Scottish Fiscal Commission.
The Scotland Act 2012 sets out provisions for managing the inevitable increase in forecasting risk which comes with tax devolution. In addition, I confirmed to Parliament at Stage 3 of the Budget Bill, on 4 February 2015, that I had decided to hold £15 million in 2015-16 to provide insurance against such risk.

To ask the Scottish Government whether it has undertaken or commissioned, or plans to undertake or commission, a review of the operation of the planning regime to assess whether the reforms introduced by the Planning etc. (Scotland) Act 2006 and related legislation and guidance have created a planning service that is (a) fit for purpose, (b) more efficient, (c) more inclusive and (d) sustainable.
Answer
Scottish Ministers undertook a review one year after the introduction of the development management regulations which showed that the system was bedding down well but identified some issues. Legislation was subsequently amended to alleviate some of these. We have no plans at present to commission or undertake further general research on the operation of the planning system in Scotland but we will maintain an open dialogue with stakeholders who are involved in the planning process to identify where further improvements could provide the most benefit.

To ask the Scottish Government how much it forecasts will be raised by the Landfill Tax in 2015-16, broken down by month.
Answer
The Scottish Government forecasts that the Scottish Landfill Tax will generate revenue of £117 million in 2015-16, as set out in Table 2.03 on page 16 of the Scottish Draft Budget. This forecast was endorsed as reasonable by the independent Scottish Fiscal Commission.
