Bids by councils for New Housing Partnership resources are approved by Ministers taking into account the recommendations of the New Housing Partnerships Steering Group.

To ask the Scottish Executive whether it is proper for local authorities to launch stock transfer proposals, or new expenditure on publicity materials, prior to the proposals gaining approval by the New Housing Partnership Advisory Group.
Answer
In response to bids from councils, the New Housing Partnerships Steering Group recommended the earmarking of resources for councils which are considering or progressing stock transfer proposals. The group's decisions were set out in the February 1999 Report of the NHP Steering Group, a copy of which has been placed in the Scottish Parliament Information Centre. I am not aware of any council progressing its proposals without the appropriate approval. However any council can launch stock transfer proposals without NHP funding.

To ask the Scottish Executive to specify its total expenditure on housing, including grants to local authorities, Scottish Homes, the rent assessment panel and voluntary housing organisations, for financial years 1999-2000 and 2000-01.
Answer
Final budget provision for housing for 1999-2000 is £523.9 million and budget provision for 2000-01 is £579.0 million.

To ask the Scottish Executive, further to the answer to question S1W-4840 by Henry McLeish on 8 March 2000, what progress is being made in addressing the recently announced job losses at Grampian Foods.
Answer
The Executive and its agencies have remained in close contact with the company since this announcement. Local agencies are currently working on plans to help those affected but these can only be put into effect once negotiations between the company and unions on the redundancies have been completed.

To ask the Scottish Executive what action it has taken or is intending to take in the light of the announcement of job losses at DAKS Simpson.
Answer
I met local MSPs on 30 March to discuss action following the company's announcement. The Executive and its agencies will maintain the close contact it has had with the company since Marks and Spencer's decision to terminate its contracts with the company last October. Officials visited the company on 28 March to discuss support and also I intend to visit in the next few weeks. Action from the Executive will focus on helping those made redundant find new jobs and, as required by the company, providing training programmes for those who will remain. We shall ensure that such support is being provided in accordance with the principles set out in our PACE (Partnership Action for Continuing Employment) document last month.

To ask the Scottish Executive what progress it has made towards developing the Annual Scottish Social Justice Report and when it expects this report to be published.
Answer
Work to collect and analyse the data necessary to measure progress towards our social justice targets and milestones is ongoing across the Executive. The first Annual Social Justice Report will be published in the autumn.
